We are looking for a Systems Analyst who can analyze, design, develop, and implement diverse, enterprise-wide application systems and manage vendor applications, as well as participate in the MaineIT procurement process. Responsibilities will include researching and analyzing business needs, formulating and defining system scope and objectives, and designing systems, processes and/or enhancements to existing systems capable of fully meeting business needs and objectives.

OVERVIEW

The application development team within the Maine Office of Information Technology (MaineIT) is seeking a highly motivated Systems Analyst. The selected candidate will have the opportunity to work with our team, which primarily supports bureaus within the Maine Department of Administrative and Financial Services (DAFS). DAFS is responsible for a broad range of services and responsibilities. DAFS prepares the state budget, coordinates financial planning and programming, and advises the State Legislature on the financial statutes of state government. Services DAFS provides include human resources, information technology, public improvements, maintenance of state buildings and grounds, procurement, and fleet management. DAFS also administers the state’s lottery operations and manages the sales of distilled spirits. This Systems Analyst position will primarily support the Office of Cannabis Policy and MaineIT.

HYBRID WORK OPPORTUNITY

This is a full-time telework position with restrictions. The employee must come into the office in Augusta, Maine once every two weeks and must live in the state of Maine.

WHAT WILL YOU DO?

This is systems analysis work involving the analysis of customer needs and providing solutions for those needs. You will:

  • Work with various technical teams in MaineIT and our vendors in all phases of the Software Development Life Cycle (SDLC), including Requirements Definition and Documentation, Systems Analysis and Design, Change Management Documentation, System Integration, User Acceptance Testing and Deployment Coordination.
  • Work with vendors to ensure Agencies are receiving services they have contracted.
  • Work with Enterprise Data Services and agencies to design and develop data warehouse reporting solutions.
  • Work with various MaineIT teams including Enterprise Architecture, Security, Accessibility, technical services teams, and Project Management.
  • Work with IT Procurement and Agencies on contracts, statements of work, and Request for Proposals (RFPs). The position will also serve as one of the Technical Assessment team members as scribe and/or IT Staff for DAFS agencies during RFP evaluations.
  • Provide critical technical support and subject matter expertise for applications developed and supported on behalf of DAFS agencies.
  • Identify gaps in current application systems capabilities, collaborate on solutions, understand specifications, and work with vendors and business partners, from concept through production implementation of a user/team-accepted solution.
  • Analyze the details of interfaces in systems, cataloging both the data elements and mode of transmission.
  • Perform analysis and documentation of business and system processes.
  • Troubleshoot issues with applications throughout the SDLC including production support.
  • Produce process flows, training materials and documentation.
KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of all phases of the Software Development Life Cycle (SDLC), as well as the project development cycle.
  • Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management.
  • Ability to work as a member of a team consisting of onsite and remote technical resources.
  • Comfortable working directly with end-user community to capture, refine, and verify business requirements, translate those requirements into technical tasks, and implement them into application processes.
  • Desire and commitment to a high level of support to the customer, establishing and maintaining positive and effective relationships.
  • Able to accomplish tasks in a timely manner with limited supervision.
  • Working knowledge of SharePoint.
  • Understanding of Power BI, Power Apps and SQL a plus.
MINIMUM QUALIFICATIONS

A four (4) year combination of higher-level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
