Position Summary

This is a unique opportunity for a highly experienced and strategic individual to drive the expansion and ensure the regulatory excellence of our registered apprenticeship programs. The Senior Program & Strategic Development Specialist will be instrumental in both the compliant development of new apprenticeship standards across diverse industry sectors and the strategic evaluation and execution of new growth opportunities. This role requires a blend of deep regulatory expertise, strong relationship-building skills, and a strategic business development mindset.

This role is essential to maintaining the integrity, effectiveness, and scalability of Apprenti’s apprenticeship programs. You will play a pivotal role in ensuring the high quality and regulatory compliance of registered apprenticeship programs, while simultaneously driving strategic growth into new and exciting industry sectors.

Key Responsibilities

This role is split into two critical functions:

50-60% Program Specialist: Regulatory & Standards Development

This Component Focuses On The Intricate Process Of Developing And Filing Standards Of Apprenticeship With Federal And State Regulatory Agencies. You Will Be Responsible For:

  • Regulatory Compliance & Interpretation: Acting as a subject matter expert, you will monitor, interpret, and ensure full compliance with federal and state apprenticeship regulations (e.g., U.S. Department of Labor, state apprenticeship agencies).
  • Standards Development & Filing: Leading the end-to-end process of drafting, reviewing, and submitting registration documents, occupational standards, and other required documentation in close collaboration with state and federal agencies. You will own the relationships with these agencies, ensuring efficient communication and successful approvals.
  • Technical Expertise & Advisory: Providing expert guidance to internal teams on the application of apprenticeship regulations and best practices. You will identify and proactively resolve compliance or operational challenges with minimal supervision, contributing to continuous improvement efforts and policy development.

40-50% Strategic Development: Business Growth & Partnerships

This Component Focuses On The Strategic Expansion Of Our Apprenticeship Initiatives, Identifying New Opportunities, And Building a Robust Network Of Partners. You Will Function As a Key Individual Contributor To The Business Development Team, Responsible For:

  • Strategic Opportunity Review: Performing in-depth strategic reviews of potential new industry sector opportunities. This involves assessing market needs, competitive landscapes, and our organizational capacity to determine whether to lead the development internally or strategically outsource.
  • Partnership Network Development: Building and nurturing a strong network of intermediary organizations and industry sector associations. You will identify key partners that can facilitate the expansion of apprenticeship programs into new verticals.
  • Industry Vertical Convening: Taking the lead in convening stakeholders within specific industry verticals to identify critical skills gaps and champion the adoption of apprenticeship models.
  • Apprenticeship Development Framework: Creating and implementing a scalable apprenticeship development framework that can be adapted and applied to any industry sector, ensuring a systematic approach to program creation.
  • High-Level Client Engagement: Engaging in strategic conversations with potential clients and partners, focusing on high-level strategy and vision rather than operational "sausage making." Your discussions will quickly establish the framework for what needs to be done next in the development of a registered apprenticeship.

Key Skills & Competencies

  • 10+ years of progressive experience in program management, regulatory compliance, or business development, with a significant focus on registered apprenticeship programs.
  • Proven expertise with Standards of Apprenticeship development, filing, and ongoing compliance.
  • Demonstrated experience building and managing relationships with regulatory agencies (e.g., U.S. Department of Labor, state apprenticeship agencies) at a national level.
  • Strong understanding of apprenticeship regulations and the ability to interpret complex federal and state guidelines.
  • Experience in strategic planning and business development, particularly in identifying new market opportunities and developing partnership ecosystems.
  • Proven ability to convene stakeholders within industry verticals and facilitate the development of new programs.
  • Exceptional communication and interpersonal skills, with the ability to engage in both detailed regulatory discussions and high-level strategic conversations with clients and partners.
  • Project management expertise with the ability to manage timelines, deliverables, and interdepartmental coordination for program launches and renewals.
  • Analytical mindset with the ability to track and analyze program data (e.g., apprentice progression, completion rates) to inform strategic decisions.
  • Self-starter with the ability to work independently, prioritize tasks, and resolve complex challenges with minimal supervision.

Physical Duties & Work Environment:

  • Remote work in a largely virtual environment.
  • Ability to sit/stand at a computer for extended periods of time.
  • Ability to take phone and video calls throughout the day with internal and external clients.
  • Ability to actively work without frequent interruption or distraction during standard business hours in the time zone of residence, with some flexibility to work outside of standard hours on occasion.
  • Ability and willingness to travel up to 15%

What We Offer

Apprenti pays a gross annualized base salary range for this position between $100,000 - $110,000 based on qualifications, skills, experience, company values, and culture alignment. Additionally, we offer the following key benefits for this full-time role:

  • Generous HSA company contributions for those who elect the high-deductible plan
  • Flexible and self-managed PTO program, plus 11 company holidays, and a week-long mid-year break
