Reporting to the Assistant Director of Family Reunification, the Senior Program Officer for Family Reunification-Safe Release Services (SRS) will provide oversight, technical assistance and support to partners within the Safe Release Services (SRS) network. This role will provide guidance, training, and support to the Global Refuge Family Reunification team, Children and Family Services (CFS) unit and Global Refuge's network partners. The Senior Program Officer for Family Reunification-Safe Release Services (SRS) will provide program implementation and management of the Safe Release Support Program to facilitate meeting Global Refuge strategic goals and standards in accordance with federal and non-federal funder reporting requirements. The role will support a culture of welcome to the Global Refuge network of affiliates and at the national level in the promotion of growth and innovation in seeking stronger understanding of ways to better serve and protect vulnerable immigrant and refugee minors.
This position can be remote with occasional trips to Baltimore as needed.

DUTIES
- Supervise the delivery of services by partners within the network, identify areas for improvement, expansion, and training needs. Identify areas of innovation and improvement for service delivery and build them into training objectives and service expectations.
- Serve as primary liaison between network partners, Global Refuge and federal entities with other stakeholders to ensure efficiency and compliance with all program requirements. • Conduct outreach and information sharing with other ORR funded facilities to improve service delivery of Safe Release Support Program.
- Develop, coordinate and deliver training for the Safe Release Support Network and other programs within Children and Family Services; including developing resource materials, facilitating peer support, preparation of service manuals, and planning and implementing trainings sessions for various training events and conferences.
- Conduct annual monitoring visits to selected fingerprint partners to ensure federal compliance and Global Refuge best practices. Continually review desk monitoring tools and complete non-compliance action plans based on policy requirements.
- Negotiate and approve all program budgets from partners, develop the program narratives for all proposals as associated to the Safe Release Support programs and collaborate with finance and Children's Services unit members to complete federal budgets and proposals.
- Manage, prepare and collaborate on a variety of reports by analyzing network data, determining trends and reporting data to CFS leadership and funders.
- In collaboration with the Assistant Director of Family Reunification, oversee network capacity and development, including recruitment, retention and termination of partners throughout our network.
- Coordinate regular effective collaboration with Global Refuge partners, ORR, volunteer agencies, and other key stakeholders that are engaged in service provision to unaccompanied children and families.
- Maintain a close working relationship with Family Reunification team members to ensure coordination, collaboration and information sharing on major developments, and to ensure trends, activities and initiatives are communicated effectively and efficiently.

QUALIFICATIONS
- Graduate degree in Social Work or other Behavioral Science in combination with a preferred minimum five years of clinical experience and knowledge of child welfare systems, principles, practices and emerging trends.
- Minimum of three years of managerial experience with increasing roles and responsibilities in supervision, program management, implementation and evaluation.
- Experience working with diverse client populations, particularly immigrants and refugees
- Experienced leadership, training, program development, administration and budget oversight.
- Strong analytical and problem-solving skills.
- Deep commitment to Global Refuge' mission and core values and ability to model those values in relationships with colleagues and partners; commitment to empowering refugees and migrants.
- Demonstrated experience with implementing creative solutions to address programmatic challenges.
- Proficiency with Microsoft Office applications.
- Excellent oral and written communication skills with emphasis on public and training settings.
- Outstanding organizational skills and ability to manage multiple projects simultaneously.
- Demonstrated ability to work independently, establish priorities and exercise sound judgment in response to situations that are highly complex, sensitive and confidential.
- Ability to help sub-recipients comply with changing policy and procedures and data collection requirements.
- Commitment to working in a diverse workforce.
- Ability and willingness to travel 10% of time.
