Job summary

DCS Corp is seeking a Senior Program Manager to lead complex DoD programs from concept through prototyping, testing, and transition. You will oversee multidisciplinary teams, ensure security and mission impact, and coordinate with government and industry stakeholders to keep projects on track.

Ideal candidates have 12+ years of DoD program management, active TS/SCI clearance, and experience with unmanned systems, C5ISR, cybersecurity, and asset management.

Qualifications

  • US citizenship required.
  • Bachelor’s degree in engineering, science, or related field; master’s preferred.
  • 12+ years of DoD/NAVFAC‑related program management experience.
  • Active TS/SCI clearance.
  • Led large-scale RDT&E initiatives (unmanned systems, C5ISR, cyber, or facility engineering).
  • Familiarity with DoD acquisition processes, technical data packages, and contract deliverables.
  • Working knowledge of C5ISR, ES&C, modeling & simulation, cybersecurity, and unmanned systems.
  • Understanding of DoD standards, MIL‑STD, DFARS, and acquisition regulations.
  • PMP or equivalent program management certification.
  • Willingness to travel.
  • Excellent communication and leadership skills.
  • Experience with transition planning and asset management.

Responsibilities

  • Develop and manage Project Management Plans (PMPs) and Monthly Status Reports (MSRs).
  • Lead annual STI gap analyses and provide clear, actionable final reports.
  • Ensure each project stays aligned with Task Order scope and priorities.
  • Oversee transition‑in and transition‑out activities, including knowledge transfer and asset management.
  • Manage ES&C engineering design, development, and analysis activities.
  • Lead prototyping, testing, and integration of systems, subsystems, and components.
  • Direct rapid technology insertion and capability gap assessments.
  • Coordinate modeling & simulation, systems integration, and interoperability work.
  • Develop and deliver specialized training packages for government and contractor teams.
  • Ensure training materials meet NAVFAC EXWC guidelines and mission needs.
  • Ensure compliance with DoD security requirements, including CMMC Level 2.
  • Verify personnel clearance levels for classified work.
  • Oversee export control requirements and proper handling of government‑furnished information and property.
  • Serve as the primary point of contact for government customers, contractors, and partners.
  • Coordinate with program POCs to support smooth execution across all workstreams.

Job description

DCS is looking for a Senior Program Manager that will play a key leadership role overseeing complex research, development, engineering, and integration efforts that support NAVFAC EXWC’s mission in facility, expeditionary, and ocean engineering. This position is ideal for an experienced technical program leader who thrives in fast‑paced environments, enjoys guiding multidisciplinary teams, and is passionate about delivering innovative solutions for the Department of Defense.

In this role, you’ll manage programs across the full lifecycle—from concept and design through prototyping, testing, and transition—while ensuring all work meets NAVFAC EXWC’s high standards for technical excellence, security, and mission impact. You’ll collaborate closely with government, industry, and technical stakeholders to keep projects aligned, on track, and moving toward successful delivery.

Essential Job Functions:
Program Management
  • Develop and manage Project Management Plans (PMPs) and Monthly Status Reports (MSRs)

  • Coordinate modeling & simulation, systems integration, and interoperability work
Training & Development
  • Develop and deliver specialized training packages for government and contractor teams
  • Ensure all training materials meet NAVFAC EXWC guidelines and mission needs
Security & Compliance
  • Ensure compliance with DoD security requirements, including CMMC Level 2
  • Verify personnel clearance levels for classified work
  • Oversee export control requirements and proper handling of government‑furnished information and property
Stakeholder Engagement
  • Serve as the primary point of contact for government customers, contractors, and partners
  • Coordinate closely with program Points of Contact (POCs) to support smooth execution across all workstreams
Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor’s degree in engineering, science, or related technical field (master’s preferred).

12+ years of program management experience within DoD or NAVFAC EXWC‑related environments.

Must have an active TS/SCI clearance.

Proven experience leading largescale RDT&E initiatives, including unmanned systems, C5ISR, cyber, or facility engineering.

Familiarity with DoD acquisition processes, technical data packages, and contract deliverables.

Working knowledge of C5ISR, ES&C, modeling & simulation, cybersecurity, and unmanned systems.

Understanding of DoD standards, MIL‑STD, DFARS, and acquisition regulations.

Proficiency with project management tools and standard office software.

PMP or equivalent program management certification.

Ability to travel as needed.

Excellent communication and leadership skills.

Experience with transition planning and asset management.

Desired Skills:

Prior experience supporting NAVFAC EXWC or similar Navy engineering organizations.

Advanced degree in engineering or management.

Experience working with international partners and understanding export control regulations.

Familiarity with DIACAP/RMF cybersecurity frameworks.

Pay Range and Benefits:

There are a variety of factors that can influence salary at DCS Corp, including but not limited to, geographic location, Federal Government contract labor categories and wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.

Salary Range: $123,639 - $222,211
