Qualifications

• Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or related field.
• Minimum 10 years of counterintelligence experience.
• Knowledge of NSPM-33 requirements and research security frameworks.
• Experience with export control regulations (ITAR, EAR) and technology control procedures.
• Proficiency with classified and unclassified intelligence analysis methods.
• Strong written and verbal communication skills.

Responsibilities

• Lead assessments of foreign influence risks in NOAA research programs.
• Analyze intelligence reports and open-source data for threats.
• Develop and implement counterintelligence procedures for collaborations.
• Oversee NOAA Critical Assets List and technology protection measures.
• Support risk assessments of critical and emerging technologies per NSPM-33.
• Coordinate incident response planning for foreign influence cases.
• Provide briefings on counterintelligence trends to NOAA staff.
