Job description

Rapid Strategy is seeking an experienced Program Manager to provide high-impact support to the Defense Health Agency’s (DHA) IT Human Capital Program under the purview of CIO J-6. This role is integral to workforce planning, readiness analysis, and enterprise-wide personnel alignment across SDD and RMED directorates.

This individual will partner with government leads to manage personnel operations, generate workforce analytics, and oversee performance reporting efforts that directly contribute to the Department of Defense’s health IT mission.

Responsibilities:

  • Lead enterprise manpower planning and performance management initiatives.
  • Oversee maintenance of workforce rosters, dashboards, and readiness reports.
  • Support HR system configuration and document SOPs, workflows, and SharePoint content.
  • Coordinate staffing activities and ensure alignment with DHA’s IT strategic plan.
  • Provide status briefings, risk assessments, and operational updates to senior leaders.

Qualifications:

  • Minimum 5 years of experience in HR, workforce management, or program planning in a federal/military setting.
  • Must be a US Citizen
  • Strong understanding of DHA or DoD workforce structures and personnel systems.
  • Proficiency in SharePoint, Excel, PowerPoint, and data reporting tools.
  • Bachelor’s degree in HR, business, information systems, or a related field required.
