Baby2Baby is seeking a Senior Program Manager, Government Partnerships (Contract) to lead large-scale, government-funded distribution programs. You will manage a portfolio of hospitals, health centers, and community partners, driving onboarding, execution, and reporting with autonomy.

Based in New York or Los Angeles, you’ll collaborate with a primarily LA-based team, travel nationally as needed, and guide cross-functional teams to meet contractual obligations and impact goals.

Responsibilities

  • Manages roughly half of the New York Maternal Health and Newborn Supply Kit program portfolio, ensuring targets and obligations are met.
  • Acts as primary point of contact for assigned hospitals, health centers, and community partners.
  • Leads partner onboarding, agreements, training, and distribution process setup.
  • Monitors partner participation, ordering trends, inventory needs and progress toward targets.
  • Identifies process improvements to increase operational efficiency and scale distributions.
  • Supports program evaluation, data collection, impact reporting and survey analyses.
  • Provides regular updates and recommendations to senior leadership, escalating risks as needed.
  • Supports new government-funded initiatives and related special projects.

Position Overview

Reporting to the Senior Director, Program Partnerships and Operations, the Senior Program Manager, Government Partnerships will lead the implementation and scaling of large-scale, government-funded distribution programs. This role will manage a portfolio of distribution partners and drive seamless program execution across hospitals, health centers, community-based organizations, and internal teams, with a focus on partner engagement, onboarding, operational alignment, and successful program delivery.

The ideal candidate will bring string experience in program and project management, partner relationship management, cross-sector coordination, and operations, with the ability to independently manage a large portfolio of partners and drive complex initiatives from planning through execution.

The Senior Program Manager, Government Partnerships will be based in New York or Los Angeles, depending on the candidate. New York-based candidates will work remotely and should be comfortable working independently, managing priorities with a high degree of autonomy, and collaborating with a primarily Los Angeles-based team. Los Angeles-based candidates will work from the Baby2Baby office approximately 3-5 days per week. Regular travel throughout New York State, as well as occasional national travel, will be required for candidates based in either location.

This is a one-year contract position, with the potential for a one-year extension or transition to a full-time position in the future.

Duties and Responsibilities
  • Manages approximately half of the New York Maternal Health and Newborn Supply Kit program portfolio, ensuring distribution targets are met, contractual obligations are fulfilled, and initiatives are scaled effectively to support strategic growth.
  • Serves as the primary point of contact for an assigned portfolio of hospitals, health centers, and community-based organizations, cultivating strong partner relationships and providing ongoing program support.
  • Leads partner onboarding and implementation, including coordinating agreements, program requirements, ordering and distribution processes, training, and troubleshooting.
  • Monitors partner participation, ordering patterns, inventory needs, and distribution progress to identify gaps, anticipate challenges, and ensure program targets are achieved.
  • Identifies opportunities to improve processes, increase operational efficiency, strengthen partner engagement, and scale distribution across the program.
  • Supports program evaluation efforts, including impact reporting, data collection, and survey analysis to assess effectiveness and drive continuous improvement.
  • Provides regular program updates, analyses, and recommendations to senior leadership, escalating risks and developing solutions as needed.
  • Supports additional government-funded initiatives and special projects as he organization’s government partnerships portfolio grows.
Required Qualifications
  • 6–8 years of relevant experience in the nonprofit, government, healthcare, or public-sector space.
  • Demonstrated experience managing state or federally funded programs, grants, or large-scale public-private initiatives.
  • Proven ability to independently manage complex, large-scale programs from implementation through execution, evaluation, and reporting.
  • Strong project management skills, with demonstrated ability to manage multiple partners, workstreams, deadlines, and deliverables simultaneously.
  • Strong analytical and problem-solving skills, with the ability to identify challenges, develop solutions, and drive work forward with limited oversight.
  • Highly organized and detail-oriented, with strong follow-through and accountability.
  • Strong interpersonal and relationship-management skills, with the ability to build trusted relationships across a range of partners and stakeholders.
  • Ability to work effectively under pressure, adapt to changing priorities, and meet deadlines.
  • Ability to travel nationally as needed.
Preferred Qualifications
  • Experience managing government contracts, grants, or other publicly funded programs.
  • Experience developing and managing partnerships with hospitals, health systems, healthcare providers, or community-based organizations.
  • Familiarity with New York State’s healthcare, maternal health, and/or Medicaid landscape.
  • Experience supporting large-scale distribution, logistics, or supply-based programs.

This role’s salary range is between $75-$90k/yr. Actual salary is determined based on a number of factors, including but not limited to your relevant skills, qualifications, and years of experience.
