Job summary

Arcfield is seeking an experienced Senior Program Manager to lead and oversee large, multi-year programs supporting NSWC Crane’s mission portfolios. You will direct planning, execution, and success across systems development, research, and advanced technology initiatives essential to the activity’s needs.

The role demands strong leadership, cross-functional collaboration, and proven ability to manage budgets, milestones, and schedules while aligning technical approaches with customer objectives.

Qualifications

• Bachelor’s degree with 16-18 years; MS with 14+ years or a PhD with 10+ years' experience in a technical or managerial discipline.
• Minimum of 15 years of professional experience in program or project management, overseeing large, complex, multi-year initiatives or efforts.
• Active DoD Secret clearance, with the ability to obtain a TS clearance.
• Proven ability to lead large-scale programs supporting systems development, advanced research, or technology initiatives in a defense or government-related environment.
• Strong competency in resource planning, technical execution, and milestone-driven program management principles.
• Demonstrated experience managing budgets, schedules, and cross-functional teams, ensuring compliance with organizational and agency standards.
• Superior communication and leadership skills for engaging with cross-functional teams, organizational stakeholders, and agency representatives.

Responsibilities

• Oversee the planning, organization, and direction of large, highly complex programs consisting of multiple sub-programs or tasks.
• Define and guide the overall program vision, technical approaches, and long- and short-term strategies to ensure mission success.
• Lead negotiation and collaboration with agency and organizational personnel to secure and allocate resources, including personnel, technology, and funding, to meet program objectives.
• Develop, establish, and continually monitor technical milestones, program schedules, budgets, and cost performance to ensure successful program execution.
• Formulate and direct technical approaches across program teams, ensuring all activities align with customer and organizational goals.
• Identify potential risks, manage mitigation plans, and track team/program performance to address issues or roadblocks proactively.
• Serve as the primary point of contact for program stakeholders, including NSWC Crane and agency representatives, ensuring consistent communication and alignment with mission objectives.
