Job summary

Expression Networks seeks an experienced Program Manager to lead the JPES and JCRM Sustainment program for the DISA GFM PMO at Fort Meade. You will direct contract execution, cost, schedule, and technical performance while guiding agile software sustainment, infrastructure, and cybersecurity operations.

This role requires a Secret clearance, PMP, and 10+ years in federal IT program management, with proven leadership across cross‑functional teams and delivery of contract deliverables on time and

Qualifications

• Bachelor's degree in Business, Engineering, Computer Science, Information Technology, Project Management, or a related discipline.
• 10+ years in Federal Government IT or enterprise modernization programs.
• Active PMP certification.
• Experience managing Agile software development and sustainment programs in DoD or Federal agencies.
• Cross‑functional team leadership across software engineering, infrastructure, cybersecurity, DevSecOps, and operations.
• Experience managing cost, schedule, staffing, risk, quality, subcontractors, and customer relationships on complex Government contracts.
• Experience with Microsoft Project schedules and Integrated Master Schedules (IMS).
• Experience overseeing contract deliverables (CDRLs) and executive reporting.
• Strong knowledge of Agile methodologies, SDLC, release management, configuration management.

Responsibilities

• Serve as primary interface with Government COR, Product Owner, and stakeholders.
• Lead all aspects of program performance including cost, schedule, staffing, quality, risk, and technical execution.
• Manage cross‑functional Agile teams through full software lifecycle; requirements, sprints, releases, testing, and demos.
• Develop and maintain Integrated Master Schedule (IMS) and monitor milestones and dependencies.
• Oversee timely delivery of all contract deliverables (CDRLs) per requirements.
• Lead governance activities: TEMs, CPRs, sprint reviews, executive briefings, and customer demos.
• Monitor program performance using Agile and operational metrics to drive improvements.
