Position Summary
The Community Wellness Department (CWD) is a multi-site program operating in San Francisco and Oakland, providing culturally sensitive prevention, early intervention, and supportive social service programming. CWD community programs include social service programming for youth and adults, cultural programming, health education, system navigation/co‑ordination services, and HIV/AIDS prevention and care. Services are rooted in a holistic provision model that integrates prevention, community engagement, cultural competence, and provides linkages to other treatment services. The Senior Program Manager will collaborate with the CWD Director to manage day‑to‑day operations of the department, including monitoring grant performance, assisting with budget management, leading program planning, guiding QMIP and other quality improvement initiatives, and operationalizing reporting and evaluation. The incumbent will also lead, maintain, and expand CWD’s Comprehensive Perinatal Services Program (CPSP).
Duties and Responsibilities
- Co‑manage CWD’s day‑to‑day operations, project performance management, hiring, human resources management, and ensuring effective spending.
- Function as an integral member of the department’s leadership team, working closely with the Director of Community Wellness, Senior Program Managers, Director of Behavioral Health, and Director of Research & Evaluation.
- Support departmental strategic planning initiatives and engage in department development, performance management, and team building.
- Implement and sustain the CPSP Perinatal expansion project and develop workflows for cross‑functional division, CWD WIC, and Medical.
- Develop and sustain the Women’s Children and Family service division for CWD, a new revenue‑producing multi‑departmental service line.
- Develop, implement, and maintain operational processes, procedures, and collaboration with the State, Federal, and County Home Visiting Programs.
- Consult with leadership on program modifications and recommendations for State, Federal, and County contracts.
- Convene and facilitate joint planning to design and implement State, Federal, and County Home Visiting Programs.
- Manage and lead the daily functions of four direct service programs: Tribal Home Visiting, Fatherhood, Alameda County Case Management, and CPSP Perinatal expansion project.
- Monitor project implementation and program rollout tracking, communications, and reporting for internal and external stakeholders.
- Conduct audits of database and relevant processes to identify problems and perform necessary corrections.
- Resolve staffing issues and facilitate conflict resolution for staff under direct supervision. Hire, discipline, evaluate, and terminate staff in coordination with the Human Resources department.
- Support the execution and implementation of initiatives across the department and multiple sites, coordinating with site managers, and analyze data to ensure compliance with accrediting bodies and funding sources.
- Ensure patient and program data is accurately and completely recorded in the agency’s electronic health record system according to contractual timelines and requirements.
- Provide leadership on program development and expansion of program activities to support grant writing. Duties include writing and collecting supporting documents and directing grant communications with funders.
- Coordinate activities across departments, sites, and with collaborating agencies to ensure that program areas are meeting goals and objectives.
- Document processes, procedures, workflows, and meeting agendas/minutes. Conduct presentations on CWD and NAHC programs at the local, state, and national level and ensure dissemination of information to NAHC staff and community, as appropriate.

- Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
- Creates, maintains, and distributes reports as needed by program, agency, leadership, and diverse funding sources.
- Foster a team environment to effectively lead and retain your staff. Provide opportunities for staff to grow and develop new skills.
- Maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.

- Safety: Take appropriate corrective actions to address matters pertaining to employee health and safety that have been brought to their attention.
- HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA guidelines for the release and disclosure of any PHI; report unauthorized use of disclosure of PHI immediately to the Site Director and HIPAA security officer.
- HIPAA: Ensure the protection of all PHI and compliance of HIPAA guidelines amongst staff under your supervision; take appropriate steps to address HIPAA concerns with staff as necessary.

Qualifications
- Master’s degree in social work, public health, public policy, business, or related field, or equivalent work healthcare experience.
- Five years of experience in progressively responsible positions in a non‑profit agency.
- Five years of experience with staff supervision, staff development, and program development.
- Experience with program development, implementation, and operations.
- Must be able to provide TB, physical, and vaccination clearance prior to start date.
- CPR certification must be obtained within 90 days and kept current at all times.
- Proven fiscal leadership and development skills.

- Ability to work collaboratively with a broad range of constituents.
- Experience and ability working with underserved and/or multicultural populations.
- Knowledgeable about substance abuse and mental health among American Indian/Alaska Native/other Indigenous populations.
