Program Description:

PHS' Community Health and Nutrition Access Program helps New York residents apply for free or low-cost health insurance coverage and nutrition benefits, including the Supplemental Nutrition Assistance Program (SNAP, also known as Food Stamps). The program also provides health coaching, wellness activities, and support services to public housing residents in East and Central Harlem. Each year, we help 20,000 peopleapply for or renew free or low-cost health insurance coverage, 14,000 people to apply for SNAP, and provide health coaching and wellness activities to over 2,000 New York City Housing Authority (NYCHA) residents.

Position Summary:

The Senior Program Manager provides overarching leadership and operational support for programs within the Community Health and Nutrition Access (CHANA) portfolio. This position is instrumental in coordinating key cross-program functions, including data collection, monitoring, evaluation, and reporting; subcontractor oversight; outreach and communications; implementation of special initiatives, quality improvement, and pilot projects; and grant proposal development and submission. The Senior Program Manager also supports the Directors and Managers in grant and contract administration, including program budgeting, fiscal oversight, and compliance. In partnership with Program Managers, this position strengthens staff onboarding, training, technical assistance, and ongoing professional development to ensure high-quality program implementation and performance.

Specifically, the Senior Program Manager will:

  • Provide strategic and operational support across CHANA programs by coordinating key cross-program functions and directly supervising the CHANA Senior Program Coordinator and Community Outreach Coordinator.
  • Oversee data management, evaluation, and reporting, including:
  • Lead program data collection, monitoring, and evaluation by tracking performance, developing and maintaining Power BI and Salesforce dashboards, and ensuring data is accurate, complete, and effectively presented.
  • Oversee the functionality, maintenance, and continuous improvement of program databases and data collection systems, such Unite Us, MAPSng, Salesforce, and Sharepoint, to support reporting requirements and improve system performance.
  • Support the preparation of funder reports, incorporating input from Program Managers and Directors to ensure timely, accurate, and high-quality submissions.
  • Provide subcontractor oversight and support, including:
  • Facilitate regular meetings with subcontractors to review program performance, quality assurance activities, operational updates, and technical assistance needs.
  • Oversee the collection and review of subcontractor programmatic and fiscal reports.
  • Collaborate with Directors, Managers, and the Quality Assurance team to develop resources, training, and quality improvement initiatives for the subcontractor network.
  • Lead community outreach and communications efforts, including:
  • Develop, implement, and monitor outreach and communications strategies in with Directors, Program Managers, and the PHS Development and Marketing team.
  • Coordinate the development and dissemination of outreach materials, educational resources, and other communications.
  • Cultivate and maintain relationships with subcontractors, community-based organizations, funders, and other key stakeholders.
  • Support CHANA Director on all grant development and submission, including:
  • Collaborate with Directors and Program Managers to identify and pursue funding opportunities.
  • Coordinate grant writing activities, and monitor proposal progress and deadlines.
  • Ensure compliance with PHS proposal development procedures by coordinating internal approvals and working with the Grants Management team throughout the submission process.
  • Ensureall required proposal materials are completed and submitted for review in a timely manner.
  • Support grant and contract management, including:
  • Assist the Directors and Managers with grant administration, program budgeting, fiscal oversight, contract management, and funder communications.
  • Draft subcontractor scopes of work using approved templates.
  • Track grant, funding, and partner contract deadlines and coordinate contract execution with Legal and CAMS using Agiloft.
  • Support compliance with funder requirements, organizational policies, and applicable regulations.
  • Strengthen staff capacity and program operations, including:
  • Support Managers with staff onboarding, training, technical assistance, and ongoing professional development.
  • Serve as a mentor and resource to program staff by coordinating tools, resources, and learning opportunities.
  • Support performance management, goal setting, and continuous staff development.
  • Develop and maintain systems and infrastructure that promote effective program management and operational excellence.
  • Lead the planning, implementation, and evaluation of special initiatives, pilot projects, and quality improvement efforts, including:
  • Collaborate with Directors and Program Managers to develop and implement new initiatives that support program goals.
  • Develop project plans, timelines, and deliverables, and monitor progress to ensure successful implementation.
  • Evaluate project outcomes and identify opportunities to improve program quality and effectiveness.
  • Document and share best practices and lessons learned to support continuous improvement.
  • Monitor emerging policies, funding opportunities, and best practices relevant to CHANA programs, support advocacy and information dissemination efforts, and collaborate with Directors and PHS leadership to develop abstracts, presentations, and thought leadership materials.
  • Represent CHANA and Public Health Solutions with funders, community partners, stakeholders, and the public.
  • Serve as a designee for Directors and other management staff, as needed.
  • Perform other duties as assigned.

Qualifications and Experience:

    • Bachelor's degree required; Master's degree preferred. Equivalent experience may be considered in lieu of the degree requirement.
    • Minimum of 4 years of management experience.
    • Salary: $88,000-$90,000
