Amazon's SCALE organization in Bellevue/Nashville seeks a Sr. Program Manager, Capital Planning to own end-to-end capital approvals for Last Mile development, from OP budget planning through CAR creation and approval routing.

You will connect senior leadership, construction execution, and cross-functional stakeholders to ensure capital is approved efficiently with strategic context as Amazon scales its delivery network.

Responsibilities

  • Lead OP1/OP2 and quarterly guidance cycles end-to-end, including timelines, stakeholder coordination, estimation, and written narrative documents for leadership review
  • Build budget inputs by aggregating development costs across AMZL and RSR by building type and design configuration; coordinate with Finance on benchmark analyses and variance bridging
  • Own the CAR process end-to-end for new development CARs (Real Estate, Land, Pre-Construction, Construction, Startup), including templates, cross-functional coordination, leadership presentations, and approval routing
  • Maintain portfolio-level schedule lookahead to inform planning cycles and resource allocation
  • Monitor cost posture from OP through CAR; serve as quality gate on cost accuracy at each milestone and escalating outliers requiring leadership attention
  • Contribute to WBR/MBR reporting on capital approval metrics and portfolio health
  • Build repeatable processes and automation to improve CAR creation efficiency; drive standardization across business units
  • Measure and report on CAR cycle-time KPIs (OP-to-CAR accuracy, on-time delivery, revision rates)

Description

The SCALE (Strategic Capital, Asset Lifecycle, and Expansions) organization within Amazon Last Mile is seeking a Sr. Program Manager, Capital Planning to join our Capital & Construction Business Operations (CCBO) team.

This role will own the end-to-end capital approval process for Last Mile's development portfolio - from OP budget planning through Capital Appropriation Request (CAR) creation and approval routing. You will be the connective tissue between senior leadership, construction execution teams, and cross-functional stakeholders, ensuring capital is approved efficiently and with the strategic context leadership needs to make informed decisions as we scale Amazon's delivery network.

A day in the life

Your primary focus is getting capital approved so buildings get built on time. Day-to-day, you're building CAR packages by pulling cost estimates and strategic context from Real Estate, Pre-Construction, Construction, and Finance into a clear story for leadership. You route approvals, track the pipeline, and follow up when things stall. You review cost accuracy before submissions, flag outliers, and maintain a portfolio-level view of what's approved, in flight, and at risk. During OP cycles, you own timelines, cost aggregation, and the narrative documents behind the numbers. When a process is slow, you fix it.

Basic Qualifications
  • 5+ years of program or project management experience
  • Experience using data and metrics to determine and drive improvements
  • Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership
  • Bachelor's degree
Preferred Qualifications
  • 2+ years of driving process improvements experience
  • Knowledge of general AI tools
  • Experience defining program requirements and using data and metrics to determine improvements
  • Experience in financial modeling, or experience delivering results for large, cross-functional initiatives/projects

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
