FedTec in Woodlawn, MD is seeking a Senior Program Manager/Business Analyst to lead the Data Governance Program and Enterprise Data Catalog (EDC) initiative under the Data Strategy and Enablement AIS group. This role oversees a team of engineers and analysts, collaborating with data owners and executives to expand metadata, governance, and adoption of the EDC platform for BI, analytics, and AI use cases.

You will manage cross-functional work, drive risk and compliance, and ensure governance

Qualifications

  • Bachelor's degree or higher with 8+ years in data governance, business analysis, or enterprise data management.
  • Experience with data catalog tools and governance frameworks (DAMA/DMBOK).
  • Federal or large-enterprise environment experience and ability to obtain Public Trust.

Responsibilities

  • Serve as the primary program lead for Data Governance and EDC work orders, coordinating with engineers, analysts, and stakeholders.
  • Collaborate to expand metadata assets, including business glossary terms and data facet configuration.
  • Document and refine Data Governance and Data Quality frameworks aligned with policy and standards.

Senior Program Manager/Business Analyst

FedTec is seeking a Senior Program Manager/Business Analyst to lead contractor support for Data Governance Program and Enterprise Data Catalog (EDC) initiative under the Data Strategy and Enablement (DSAE) Analytics and Improvements Staff (AIS). This role serves as the primary program and business analysis lead for expanding EDC, built on the Informatica platform, to provide a trustworthy, agency-wide foundation for business intelligence, advanced analytics, and Applied AI use cases. The Senior Program Manager/Business Analyst will oversee a team of technical engineers and analysts, working closely with data owners, stewards, and executive stakeholders to establish Data Governance frameworks, expand metadata and business glossary assets, and drive adoption of the EDC platform across the agency.

Location: (On-Site) Woodlawn, MD

Security Clearance: Must be able to obtain and maintain a Public Trust. Contract requirement.

Primary Duties And Responsibilities
  • Serve as the primary point of contact and program lead for Data Governance Program and Enterprise Data Catalog (EDC) work order activities, coordinating across technical engineers, business analysts, and stakeholders.
  • Collaborate with the business to expand and refine metadata assets critical for stewardship and governance, including business rules, glossary terms, and data facet configuration.
  • Document and refine Data Governance and Data Quality frameworks, ensuring alignment with agency policy, DAMA/DMBOK principles, and evolving business needs.
  • Facilitate requirements elicitation sessions with business and technical stakeholders to capture and translate requirements into Data Governance solutions and EDC capability enhancements.
  • Consolidate, qualify, and validate Enterprise Glossary Terms, establishing them as the single source of truth across the Agency.
  • Develop and maintain dashboard reporting on EDC adoption and KPI metrics to provide transparency to stakeholders and executives.
  • Support data stewardship, ownership, and accountability activities, formalizing roles and responsibilities for data owners and stewards across the platform.
  • Lead change management and user adoption strategies for the Enterprise Data Catalog, including training, documentation, and user support materials.
  • Operationalize glossaries, stewardship workflows, and processes connecting business and IT to reduce duplicative data terms.
  • Document the strategy for leveraging AI/ML within the EDC for metadata tagging and governance.
  • Manage work tracking and reporting using platforms such as Jira/Agility and ServiceNow, and prepare Work Order Work Plans and status reports.
  • Coordinate risk assessments, audit readiness, and compliance mapping activities related to data privacy and governance regulations (e.g., GDPR, HIPAA, CCPA).
Qualifications
Basic Qualifications Required Education, Certifications, Skills, and Experience
  • Bachelor s degree in Business Administration, Information Systems, Data Management, or a related field, with 8+ years of relevant experience in data governance, business analysis, program management, or enterprise data management; or a Master s degree with 5+ years of relevant experience.
  • Strong understanding of Data Governance Frameworks (e.g., DAMA, DMBOK) and data stewardship, ownership, and accountability principles.
  • Experience with data catalog tools such as Informatica EDC, Collibra, Alation, Azure Purview, or IBM Watson Knowledge Catalog.
  • Familiarity with data privacy and compliance requirements (e.g., GDPR, HIPAA, CCPA) and experience supporting risk assessments and audit readiness.
  • Demonstrated experience facilitating requirements elicitation sessions and translating business requirements into data governance solutions.
  • Experience developing dashboard reporting on adoption and KPI metrics for stakeholder and executive audiences.
  • Experience with change management, user adoption strategies, training, and documentation for enterprise platform rollouts.
  • Knowledge of enterprise data architecture, data modeling, master/reference/transactional data, and data lineage/impact analysis concepts.
  • Familiarity with AI/ML applications for metadata discovery, data tagging, and data quality automation.
  • Experience with work tracking and workflow management platforms such as Jira, Agility, and ServiceNow.
  • Strong communication and stakeholder engagement skills across both business and technical audiences.
  • Experience managing or leading small technical/analyst teams in a federal or enterprise environment.
