IBM Consulting is seeking a Senior Program Manager to support the Air Force Civil Engineers, overseeing facilities programs and modernization efforts, with emphasis on governance, asset management, and strategic planning. The role requires a retired Air Force Civil Engineer Officer with 15+ years of experience, the ability to coordinate senior stakeholders, and to deliver analyses and updates to leadership.

A DoD clearance is required.

Qualifications

  • Retired Air Force Civil Engineer Officer with a minimum of 15 years of experience supporting large-scale government programs.
  • Demonstrated ability to analyze legislative direction, DoD policies, and organizational processes, and to develop practical improvements and solutions.
  • Extensive experience in senior-level government program management, including oversight of complex, multi-stakeholder initiatives.
  • Deep knowledge of Air Force Civil Engineer mission areas and operational priorities.
  • Proven ability to lead cross-organizational collaboration, align stakeholders, and serve as a trusted advisor to clients and partners.

Responsibilities

  • The Senior Program Manager will support the Air Force Civil Engineers by providing expert guidance and oversight for areas such as military infrastructure projects, Facility Sustainment, Restoration, and Modernization (FSRM) programs, asset management and strategy and governance.
  • They will provide detailed updates to leadership and stakeholders by participating in meetings/forums through coordinating, developing, and delivering analysis and recommendations, as well as creating associated meeting materials.

Your Role And Responsibilities

  • Master’s degree in engineering or a related field, with extensive experience supporting facility and infrastructure requirements and processes.
  • Demonstrated ability to apply policy to project requirements definition, programming, and execution, with a minimum of 15 years of experience.
