SAIC oversees the budget and financial management for a portfolio of NRO facilities, construction, and infrastructure projects. This role coordinates with project management, planning, and management to provide visibility on contracts and budgets and ensures compliance with requirements.

The candidate should have ten or more years in budget/financial management, strong analytical and communication skills, and an active TS/SCI with polygraph clearance.

Responsabilidades

• Perform budget and financial management for the large NRO portfolio of facilities, construction, and other infrastructure programs and projects.
• Organize and facilitate regular Program Management Reviews for each portfolio with data accuracy and action items.
• Review program requirements and spend plans for accuracy and completeness.
• Identify resource trade-offs within and among competing programs and provide senior managers with resource alternatives.
• Analyze contract budget and financial data to ensure appropriate use of government resources and efficient completion of work requirements.
• Assist in the design, implementation, and use of corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight.
• Propose resource realignments and sources at the Program and Directorate level to maintain program execution.
• Review funding documentation for accuracy and compliance with NRO policies and instructions.
• Maintain internal controls to minimize data inaccuracy and unauthorized use of NRO funds.
• Consolidate and review program level UFRs, recommending changes and prioritization to senior management.
• Edit and draft budget summaries, charts, memoranda, issue papers and talking points for senior management.
• Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts.
