The role acts as a bridge between Commercial, Program Management, Site Leadership, Finance, Legal, R&D, and manufacturing functions to translate client requirements into executable program scopes and pricing models. The role reports to the Director of Strategic and CDMO Marketing and emphasizes delivering high-quality proposals,

Qualifications

• Bachelor’s degree in science/engineering/business plus a minimum of 7 years of relevant experience; or Master’s degree plus 5 years; or Ph.D. plus 2 years in CDMO/biologics/cell therapy.
• Demonstrated understanding of process development, analytical development, manufacturing, quality, supply chain, and/or technical operations within biologics/gene therapy/cell therapy.

Responsibilities

• Lead scoping, design, and proposal development for new CDMO opportunities.
• Collaborate with Commercial, Finance, Legal, and R&D to translate client requirements into proposals.
• Define program scope, timelines, resources, and assumptions with technical teams.
• Assess site capacity, scheduling, and readiness to inform proposal designs.
• Develop proposed program pricing using approved models and obtain approvals.
• Coordinate with stakeholders to deliver accurate, timely proposals to clients.
• Review and upgrade proposal infrastructure and maintain related databases.
• Develop, monitor, and report KPIs for proposal activity and quality.
• Complete analyses, identify risks, and communicate trade-offs to stakeholders.
• Ensure clear communication across teams and handoffs to Program Management.
• Maintain knowledge of cell therapy standards and cGMP requirements.
