This individual contributor role bridges Commercial, PM, Finance, Legal, R&D, Process and Analytical Development, Manufacturing, Supply Chain, Facilities, and Quality to translate client requirements into executable program scopes, assumptions, timelines, capacity plans, and pricing models.

Qualifications

• Bachelor’s degree in a scientific, engineering, business, or related discipline with 7+ years of relevant CDMO/biologics/cell therapy experience.
• Master’s degree with 5+ years or Ph.D. with 2+ years are acceptable, with related technical/regulatory exposure.
• Experience across development, tech transfer, manufacturing, and quality in biologics or cell therapy environments.

Responsibilities

• Lead proposal design, scoping, and pricing for new CDMO opportunities from RFP to contract signature.
• Partner with Commercial Sales to review RFPs, clarify requirements, and deliver client-ready proposals.
• Define program scope, technical requirements, materials, timelines, resources and key assumptions.
• Assess site capacity and readiness with Program Management to inform proposal designs.
• Develop proposed pricing using approved cost allocation models and secure approvals.
• Coordinate with stakeholders to deliver accurate, timely, and competitive proposals.
• Maintain and upgrade proposal databases and infrastructure for efficiency.
• Develop, monitor, and report KPIs on proposal volume, turnaround, and win/loss drivers.
• Translate approved proposals into initial Statements of Work and ensure smooth handoff to PM.
