JOB BRIEF
The Senior Program Assistant for USIP’s Climate, Environment, and Conflict (CEC) team provides overall support to the program management and staff as they accomplish the mission of the Institute, focused on but not limited to USIP’s partnership with the U.S. Africa Command (AFRICOM). The SPA will provide programmatic and administrative support, including supporting the planning of major events, maintaining program databases, supporting budget and contract management activities, and conducting research as needed. This position is based in Washington, D.C., and reports to the Director of the Climate, Environment, and Conflict program.
This is a Personal Services Contractor position.
RESPONSIBILITIES
Event Planning:
- Provides administrative, and logistical support for a major event for the U.S. Africa Command and its partners on integrating climate change into its strategic planning, to take place on the African continent.
- Regularly updates the AFRICOM group lists and consults internally as needed on invitees and the agenda.
- Drafts invitation text and manages RSVPs for event.
- Coordinates logistics details with an external contractor, including interacting with local event staff around food and refreshments, security issues, greeting and escorting guests, and serving as the main point of contact for attendees.
- Supports preparation of contracts for facilitation and senior advisor support for the conference.
- Drafts event text, agendas, panelist bios, etc. and develops promotional and informative descriptions of events for USIP and AFRICOM staff members and external guests.
Program and Administrative Support:
- Assists the CEC Director and team at HQ in overall program and AFRICOM project development, management, monitoring, evaluation, and learning.
- Under general guidance of the CEC Director, coordinates CEC programs activities among USIP departments, AFRICOM, and with other partners.
- Contributes content, edits, and generally helps with developing program/project reports, concept notes, and proposals.
- Develops, edits, and updates program informational items for internal USIP staff members and external guests (e.g., fact sheets, web content, project pages, special reports, presentations, etc.).
- Maintains program databases, files, and contacts. Runs reports.
- Contributes to, edits content and supports production of quarterly and monthly project reporting.
- Responds to questions regarding general programmatic procedures and standards.
- Assists the program staff in setting up administrative procedures for projects by establishing filing systems, logs, mailing lists, etc.
- Schedules meetings and activities, takes notes, and follows up on identified actions.
- Completes special assignments as needed.
Procurement, Finance, Budget and Travel Support:
- Provides contract support for domestic and field-based contracts, including drafting and submitting contract language, doing initial reviews of deliverables, and helping support monitoring and oversight of contracts.
- Assists with budget planning and tracking, and generates routine budget and financial reports to help monitor program budget.
- Helps reconcile the budget of program by tracking transactions and the overall budget, including transactions related to Interagency Agreements.
- Completes administrative travel processes for domestic and international travel. Processes travel authorizations, advances, cash request, vouchers, and reimbursements.
Communications, Research, and Publications:
- Provide communications and writing support to the Director, including summaries, write-ups, and notetaking at relevant events.
- Provide research support through data collection, literature reviews, outreach, synthesis and analysis related to different aspects of environment and conflict.
Knowledge Management:
- Responsible for building and maintaining project databases with after action reporting, quarterly and final reporting, tracking of programmatic decision-making, correspondence with U.S. Government partners, and ensuring the capture of institutional knowledge and lessons learned within the database.
- Ensures that program databases, files, and contacts are maintained.
Performs other duties as assigned.
QUALFICATIONS
- Bachelor’s degree with two (2) years of experience in in peacebuilding, international development, environmental issues, or related field required. A Master’s degree in a related field is preferred.
- Prior experience of working with and extensive knowledge of USIP is required.
- Experience organizing major conferences and/or meetings is required.
- Familiarity with Department of Defense Combatant Commands is highly desired.
- Knowledge of program management processes, especially RFP preparation, technical evaluation of proposals, contract preparation, project oversight, and monitoring.
- Excellent writing skills, including experience with drafting technical reports and external commentary pieces.
- Strong time management skills with the ability to prioritize work and meet deadlines.
- Ability to anticipate program needs and challenges and, more importantly, develop options for addressing those needs and challenges.
- Ability to travel to the Africa region is required.
