Job description

Overview

VTG is seeking a Senior Program Analyst to support the Navy and the OPNAV N95 program to support the Manpower and Training department of the Navy. This position will be Hybrid at the Pentagon.


What will you do?

Candidate will be primary point of contact at OPNAV N9 programs for POM Program Management, support all of the Program Management Support Services for OPNAV. Essential duties and responsibilities include the following. Other duties may be assigned:

  • Development of documentation in support of POM cycles, e.g. point papers, summary analyses, cost analysis, schedules, requirements, Plans of Action and Milestones (POA&Ms), etc.
  • Attending meetings and providing analysis and support on the development of the POM Wholeness Balance Review (WBR), PESTONI pillars, and Warfighting Portfolio briefs.
  • Development of meeting agendas, record meeting minutes and action items, and the development of presentation materials for OPNAV staff, and related RS and subordinate Commands.
  • Reviewing all programming and budgeting line items in association with M&T. Through a thorough review process, ensure appropriate coding of each programming and budgeting line item in areas such as PBIS, Resource Allocation Method (RAM) and Fleet Level Integration Tool (FLINT) databases, by pillar classification in preparation for POM. Interface with additional programming offices, such as N80 and Office of Budget (FMB), will also be required.
  • Analyze and report on the programming and budgeting effects as it pertains to M&T of the proposed program.
  • Provide analysis of and report on any associated potential programming risks that may be caused by the addition or reduction of M&T.
  • Provide continuous planning, programming, and analysis support to OPNAV for the Navy Total Force domain.
  • Provide responsive reaction programming and manpower analysis for response coordination to Congressional, Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO), or other OPNAV tasking.
  • Conduct reviews and analyses of execution year programs for mid-year and supplemental funding consideration and as required during Program Budget Coordination Group (PBCG) meetings.
  • Provide senior level assessments of ad hoc issues, such as but not limited to potential Anti-Deficiency Act (ADA) violations.
  • Coordinate with the Office of Chief of Navy Reserve (OCNR) with respect to Active Component and Reserve Component (AC/RC) mix analysis, reserve M&T initiatives, PBIS issue development, Intelligent Workbook entries, POM systems input, etc.
  • The contractor shall provide M&T oversight and coordination support in all aspects of requirements determinations for OPNAV.
  • The contractor shall provide support in all aspects of monitoring programmed M&T investments.
  • Support the development of properly resourced N9 current and future warfare platforms and systems program through cost, regression, and trend analysis involving all appropriations of the Department of Navy’s.
  • Provide modeling support that can project Rough Order of Magnitude (ROM) cost projections for Navy platforms and systems across all funding.
  • Refine the proposed methodology for reviewing Concepts of Operation/Concepts of Employment (CONOPs/CONEMPS) and resulting mission allocations, as well as platform design constraints, as a methodology for achieving required Navy capabilities within projected budget.
  • Coordinate development of options for a Navy Future Fleet Architecture, which roughly fall within the fiscally constrained projections for a level of funding for the Include rationale of the Concept of Operations/Concepts of Employment (CONOPS/CONEMPS), mission allocations, and design constraints driving those architectures.
  • Facilitate IPT meetings with OPNAV stakeholders to finalize assumptions and recommendations for Center for Naval Analysis tabletop exercises and war gaming.
  • Assess results of tabletop exercises and war gaming that employ the.
  • Document the methodology and proposed recommendations for institutionalizing into Navy analytic and requirements.
  • Support the conduct of quick-turn, accurate research and analysis for review by executive level leadership.
  • Support the development and production of insightful, quick-turn presentations, point papers, talking points, executive summaries, and complex quantitative analysis through spreadsheets and related media.

Do you have what it takes?

Required Skills:

  • Bachelors of Science in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics or management information technology. Or Master's degree with 2 years of supporting DoD Manpower & Training initiatives.
  • 10+ years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls. 4 of the years shall include demonstrated expert knowledge of the Navy Planning, Programming, Budgeting and Execution System (PPBES) such as Wholeness Balance Reviews (WBR), PESTONI and Portfolio management, focusing on Manpower and Training (M&T) issues.
  • Must possess expert knowledge and utilization of the following M&T PPBES tools: Program Budget Information System (PBIS), Total Force Manpower Management System (TFMMS), Navy 30-year shipbuilding plan, Navy Manpower Programming and Budgeting System (NMPBS), Business Intelligence Enterprise Edition (BIEE), Total Workforce Management Services (TWMS), Fleet Training and Management Planning System (FLTMPS).
  • Strong written and verbal communication skills.
  • Strong MS Office Suite.
  • Must have an Active Secret DoD Security Clearance and the ability to sustain one.

Pay Range: VTG’s estimated starting pay range is $90,000-$110,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
