  • Serves as a liaison to all Department of War interactions with MDEO and VA's programs of disability examination.
  • Principal advisor to AD, DED, and ED; recommends objectives and operations for new and existing programs between VBA and other agencies.
  • Represents AD, DED, and ED & serves as the key MDEO POC in matters involving efforts of the VA/DOD Joint Committee and subbenefits executive committee.
  • Speaks for the DED, ED, AD, in engagements with senior ranking civilian and military officials.
  • Recommends objectives & operations for new and existing programs between DOD & VBA within the scope of the process development activity.
  • Serves as a historical research consultant when new information is released from agencies that may have an impact on veteran's filing claims.
  • Plans & develops activities & program initiatives to enhance VBA Medical Disability examination of delivery of services - developing & interpreting policies, devising alternatives, & adopting procedures necessary to implement program decisions or changes.
  • Prepares white papers, briefings, and in-depth presentations to assist management in the formulation of policy decisions. also prepares specific program responses & other special reports.
  • Acts as the MDEO representative on project assignments & various inter/intra agency work groups or special project teams.
  • Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits to Veterans.
  • Studies program operations, new legislation, automated systems, management initiatives & the operation of interacting programs & organizations to develop new & modified operating instructions & training material.
  • Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting goals and objectives. Undertakes long and short range research.
  • Gathers relevant data, analyzes it critically and makes recommendations based on findings.

TIME-IN-GRADE REQUIREMENT

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT:

You may qualify based on your experience as described below:

GS-14 Grade Level
  • Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience: The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining, development and execution of a federal budget and be able to prepare various documents including program justifications.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
