Job summary

Tharros is a trusted provider delivering SETA support and cyber acquisition expertise to DoD programs. The role focuses on tracking the DoD PPBE process, drafting and maintaining strategic planning documents, and applying performance metrics to evolving priorities and funding.

The candidate will liaise across DoD, IC, and external agencies, manage team dynamics, and support large financial portfolios with monthly reviews and action items. PMP certification is preferred.

Qualifications

• Active TS/SCI with Poly is required.
• Bachelor's degree with 10 years' experience (or equivalent).
• Experience liaising with DoD, IC and other agencies to achieve goals.
• PMI PMP certification or equivalent is desired.

Responsibilities

• Track analytical, technical and administrative tasks related to the DoD PPBE process (EBC/POM).
• Assist with drafting, editing, proof-reading, and maintaining version control on strategic planning documents, policies and procedures.
• Apply requirements guidelines to establish performance metrics against priorities, policies, and objectives for changing programs and funding requirements.
• Support development as DoD budgets approach high-level portfolios with critical mission needs.

Job description

Tharros provides our government client with SETA support to include the application of cyber acquisition and program management expertise resulting in superior performance of command-wide programs and operations. Our support furthers the mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise.

Duties:

• Track analytical, technical and administrative task that relate to the phases of the DoD PPBE process (EBC/POM)
• Assist with drafting, editing, proof-reading, and maintaining version control on a variety of strategic planning documents, policies and procedures (weaving a detailed pattern of documented requirements in an environment where power point slides and "because we've always done it this way" can be difficult. Flexibility, knowledge/records management is a must.
• Apply requirements guidelines to help establish performance metrics against priorities, policies, and objectives for frequently changing programs and funding requirements.
• With EBC approaching the development of certain high-level portfolios with critical mission needs will require more attention to detail and documentation.

Required Skills and Competencies:

• An active TS/SCI with Poly is required.
• Bachelor's degree with 10 years' experience, (OR) or additional experience in lieu of degree.
• Ability to manage team environment dynamics (liaise with both internal and external organizations across the DoD, the Intelligence Community and non-DoD government agencies to achieve common goals)
• Flexibility to work multiple actions simultaneously and resolve time-sensitive matters (This is key).
• Experience with supporting large financial portfolios with the daily business operations to include workflow activities, briefings, and monthly financial reviews, create and follow-up on action items, and coordination functions.
• Experience with DEAMS or DAI Budget software.
• An active Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent project management certification is desired.
