Qualifications

  • Experience with MCA, JCIDS and PPBE processes.
  • In-scope security background with SCI eligibility and CE program.
  • Willing to access SCI and SAP and consent to polygraph.

Responsibilities

  • Lead a small team of PM professionals; advise Government PMs on acquisition strategies, schedules, contracting, budgeting and execution.
  • Lead and prepare periodic status reports, staff meetings, and executive program briefings.
  • Develop program planning and execution documents per DoDI 5000.02 and related policies for rapid prototyping.
  • Provide programmatic assessments of contractor design/milestone reviews and analyze schedules for impacts to mission readiness.
  • Coordinate funding commitments, obligations, expenditures, and prepare monthly financial reports.

SAIC's Horizon program is seeking you, our latest Senior Program Analyst to support the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command's Space Domain Awareness and Combat Power and Battle Management, Command, Control and Communications weapon system portfolios. We work out of our sunny El Segundo, California office.

The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with the Department of Defense major capability acquisition process. Horizon team members provide systems acquisitions and program management support on various capability development programs that are intended to protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government throughout the full lifecycle of systems acquisition processes that enable in most instances, rapid fielding to meet warfighter needs.

Typical responsibilities include:
  • Lead a small team of project management professionals. Advise Government program managers regarding acquisition strategies, schedules, contracting, budgeting and execution.
  • Lead and prepare periodic status reports, coordinate and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings.
  • Lead, develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping.
  • Lead and provide programmatic assessments of contractor design/milestone reviews to assess mission requirements, risks & issues, and the ability to analyze schedules for impacts/opportunities to support mission readiness.
  • Lead and provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports.
Qualifications
This is you:
  • Bachelor’s degree in business management or equivalent business-related, or in engineering, and with fifteen (15) or more years (Master’s degree thirteen (13) or more years) in government weapon systems acquisitions, and program management or business management within the Department of Defense.
  • Experience with the:
    • Department of Defense Major Capability Acquisition (MCA) System process.
    • Joint Capabilities Integration and Development System (JCIDS) process.
    • Planning, Programing, Budget and Execution (PPB&E) process.
  • Must have an in-scope security background investigation (T5 or SSBI), adjudicated for Sensitive Compartment Information (SCI) eligibility and enrolled in the Continuous Evaluation (CE) program, (if applicable).
  • Must be willing to be nominated for access to SCI and Special Access Programs (SAP) and willing to consent to a Polygraph examination.
You will wow us even more if you have these skills:
  • Master’s degree in business management, technical management, and/or engineering.
  • Professional certifications (e.g., PMI PMP).
  • Experience in the National Security Space and, or the Space Control mission area.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
