Job summary

Bureau of Overseas Buildings Operations (OBO) in Washington, DC, seeks a Senior Program Advisor for the Office of Design and Engineering (DE) to advise on policy, standards, and project delivery across posts worldwide. You will lead complex analyses, prepare briefing materials, coordinate with OIG/GAO, support updates to FAM/FAH, and guide cross-directorate teams to improve efficiency, transparency, and accountability in federal construction programs.

Qualifications

• Requires U.S. citizenship.
• Accredited bachelor’s or master’s degree in architecture required.
• Active architectural license required.
• 10+ years of experience in architectural design and construction with knowledge of industry standards and building codes.

Responsibilities

• Provide senior advisory support to DE Office Director and colleagues across directorates.
• Prepare executive briefing materials, options analyses, and recommendations for leadership decision-making.
• Coordinate with OIG and GAO on inquiries, track corrective actions, and respond to inquiries.
• Draft updates to the Foreign Affairs Manual and Handbook, evaluating impacts and risks.
• Develop data-driven recommendations to improve constructability and compliance with industry standards.
