Project Description

The Data Product Manager will be responsible for supporting significant system changes that transform organizational data into scalable, high-value products, including curated datasets, analytics platforms, and data infrastructure supporting the Whole Family approach.

This role will lead initiatives across data engineering, data science, analytics, and business strategy to mature data practices and teams. The resource will also help drive the organization’s transition from legacy mainframe systems to modern data lakes and data curation platforms.

At a high level, the Data Product Manager will lead the strategy, roadmap, and execution of data initiatives within the Department of Children, Youth, and Families (DCYF). The role will enable better decision-making, operational efficiency, and intelligent product experiences.

The Data Product Manager will partner closely with data engineering, data science, analytics, business policy, and administration teams to establish trusted, reusable, governed, and consumable data assets across the enterprise.

This position requires strong analytical skills, a deep understanding of data systems, and the ability to translate between technical teams and business stakeholders throughout the product lifecycle. Product Managers at DCYF guide products through the full lifecycle—from ideation and design through development, deployment, monitoring, and deprecation.

Key Responsibilities
  • Define the vision and roadmap for data products, including data platforms, analytics tools, and ML infrastructure.
  • Identify high-value opportunities by evaluating the data landscape, business needs, pain points, and organizational priorities.
  • Align data product strategy with organizational goals and long‑term data architecture in partnership with the Enterprise Architecture team and key stakeholders.
  • Connect data capabilities to measurable business outcomes and organize initiatives to achieve those outcomes.
  • Align engineering, analytics, and business teams while using metrics to guide prioritization and product evolution.
Data Product Development
  • Lead the end‑to‑end lifecycle of data products, including requirements, design, development, testing, launch, and iteration.
  • Partner with data engineers and data scientists to develop scalable pipelines, models, and data services.
  • Ensure data quality, governance, lineage, and documentation standards are maintained.
  • Translate business logic into data transformations, metadata, and domain‑specific rules.
  • Apply knowledge of data architecture, data modeling, and data pipelines to support scalable and reliable data products.
  • Ensure data products are reliable, governed, scalable, and consumable.
Stakeholder Management
  • Serve as the primary liaison between technical teams at Minnesota IT Services (MNIT) and business partners across DCYF.
  • Communicate product value, roadmap, use cases, and priorities to leadership and cross‑functional teams.
  • Prioritize incoming requests and balance competing business and technical needs across teams.
Analytics, Insights & Measurement
  • Define success metrics and measure data product performance, adoption, and business value.
  • Ensure data products provide actionable insights and support informed decision‑making.
  • Partner with analytics teams to develop dashboards, KPIs, and reporting frameworks.
Governance, Compliance & Ethical Data Use
  • Promote and maintain data governance, privacy, and ethical AI standards.
  • Ensure compliance with regulatory and organizational data policies.
  • Advocate for responsible data use across the human services environment supported by DCYF and MNIT DCYF.
  • Provide knowledge transfer to relevant teams and stakeholders.
