We are seeking an experienced Senior Procurement Officer to centrally own day-to-day procurement and strategic sourcing across our clinical locations.
This is a hands-on healthcare procurement role covering pharmaceuticals, medical devices, equipment, and medical/surgical supplies. The position combines daily purchasing operations with supplier sourcing, GPO and contract optimization, competitive bidding, negotiation, product evaluation, and cost reduction.
The Senior Procurement Specialist will serve as the central point of ownership for procurement, from the initial request through sourcing, evaluation, negotiation, purchase, delivery, and, when necessary, return or replacement.
We are looking for someone who can both execute the purchase and challenge the purchase — finding better suppliers, GPO contracts, pricing tiers, rebates, alternative products, and commercial terms rather than simply ordering from an existing vendor.
Key Responsibilities
Centralized Day-to-Day Procurement
- Centrally manage purchasing requests across all clinical locations.
- Source and purchase pharmaceuticals, medical devices, equipment, and medical/surgical supplies.
- Obtain quotes, process purchase orders, and coordinate required approvals.
- Track orders through delivery and resolve delays, shortages, allocations, and backorders.
- Coordinate urgent clinical purchasing requirements.
- Establish new vendor and distributor accounts and maintain supplier information.
- Maintain visibility into open orders, expected deliveries, unresolved requests, returns, and vendor issues.
- Work closely with clinical teams, Pharmacy, Operations, Finance/AP, Biomedical/Clinical Engineering, and other stakeholders.
Strategic Sourcing & Supplier Management
- Identify, evaluate, qualify, and onboard new suppliers, manufacturers, wholesalers, distributors, and other sourcing channels.
- Develop and maintain competitive supplier options for major spend categories.
- Conduct market research and price benchmarking to identify sourcing opportunities.
- Analyze spend, utilization, supplier performance, and market conditions to identify opportunities for cost reduction.
- Develop primary and secondary sources for critical products.
- Manage supplier relationships and performance throughout the procurement lifecycle.
GPO & Contract Optimization
- Identify, evaluate, implement, and maintain GPO, distributor, manufacturer, and local contracts.
- Actively search for new GPO and contracting opportunities that can improve pricing or commercial terms.
- Compare GPO contracts against local, manufacturer-direct, distributor, and other available purchasing channels.
- Analyze existing contracts for contract penetration and additional savings opportunities.
- Negotiate pricing, tiers, rebates, chargebacks, committed volumes, discounts, freight, payment terms, warranties, service levels, and return provisions.
- Monitor contract pricing and ensure negotiated pricing is correctly implemented by distributors and suppliers.
- Identify and resolve contract-price discrepancies and pricing leakage.
- Manage contract renewals, amendments, pricing updates, and expirations.
- Maintain an organized contract calendar and contract repository.
RFQ / RFP & Negotiation
- Lead RFQ/RFP and competitive bidding processes from market identification through supplier selection and contract award.
- Obtain and analyze formal and informal bids and supplier proposals.
- Develop bid comparisons and financial analyses to support purchasing decisions.
- Negotiate contract pricing, terms, and conditions.
- Benchmark proposed pricing against current contracts, alternative suppliers, GPO opportunities, and market pricing.
- Document realized savings and cost avoidance resulting from negotiations, competitive sourcing, contract consolidation, and product conversions.
- Work with clinical stakeholders to understand product requirements and identify appropriate products and alternatives.
- Obtain samples, demonstration equipment, loaner units, or products for clinical evaluation.
- Coordinate product trials and evaluations with Pharmacy, physicians, nursing, Operations, and Biomedical/Clinical Engineering.
- Work with clinical/value-analysis stakeholders to evaluate product conversions and clinically appropriate alternatives.
- Analyze the financial impact of proposed product conversions.
- Coordinate approved product conversions, including contract setup, distributor/MMIS setup, ordering, and implementation.
- Return demo or evaluation products when they are not approved.
Pharmaceuticals
- Source branded, generic, specialty, oncology, infusion, biologic, and supportive-care medications.
- Work with pharmaceutical wholesalers, specialty distributors, manufacturers, and GPOs.
- Evaluate GPO, local, distributor, manufacturer-direct, and other pharmaceutical purchasing opportunities.
- Monitor contract pricing, tiers, rebates, chargebacks, and pharmaceutical acquisition costs.
- Identify alternate sources during drug shortages, allocations, and backorders.
- Support high-cost and buy-and-bill pharmaceutical procurement.
- Support radiopharmaceutical and nuclear-medicine procurement where applicable.
Medical Devices, Equipment & Clinical Supplies
- Source medical devices, clinical equipment, infusion equipment, diagnostics, disposables, procedure supplies, and med/surg products.
- Evaluate OEM, distributor, alternative, and refurbished options where clinically appropriate.
- Negotiate equipment pricing, warranties, service agreements, shipping, accessories, and return terms.
- Coordinate product trials and conversions with clinical stakeholders.
- Identify equivalent or alternative products to improve cost or supply availability.
- Develop alternate sources for critical devices and supplies.
Returns, Credits & Issue Resolution
- Manage returns of incorrect, damaged, recalled, defective, rejected, or unsuitable products.
- Coordinate RMAs, replacements, exchanges, warranty claims, and vendor credits.
- Manage the return of demo and evaluation equipment.
- Resolve pricing discrepancies, incorrect shipments, shortages, and supplier-performance issues.
- Confirm that credits, refunds, rebates, and other amounts due are properly received.
Analytics, Compliance & Savings
- Perform retrospective pricing and contract analyses to ensure negotiated pricing is being honored.
- Monitor contract compliance and identify off-contract purchasing and contract leakage.
- Analyze spend and utilization to prioritize sourcing opportunities.
- Quantify the financial impact of sourcing decisions and product conversions.
- Track and report realized savings, cost avoidance, contract compliance, supplier performance, and procurement opportunities.
- Maintain accurate records of contracts, quotes, purchase orders, pricing, product evaluations, returns, and supplier activity.
Required Qualifications
- 5+ years of healthcare procurement, strategic sourcing, category management, contracting, or purchasing experience.
- Experience in healthcare, hospital, health-system, pharmacy, medical-device, or clinical supply-chain environments.
- Strong experience with GPO and local healthcare contracts.
- Demonstrated experience negotiating pricing, tiers, rebates, volume commitments, and commercial terms.
- Experience leading RFQ/RFP processes from sourcing through contract award.
- Demonstrated experience identifying and delivering measurable cost savings or cost avoidance.
- Experience with supplier sourcing, evaluation, negotiation, and relationship management.
- Experience with contract administration, contract compliance, and price auditing.
- Experience supporting product trials, product conversions, or value-analysis activities.
- Experience with day-to-day purchasing processes, purchase orders, distributors, and vendor issue resolution.
- Strong analytical skills, including spend analysis, price benchmarking, and financial impact analysis.
- Experience with ERP/MMIS, purchasing, inventory, or supply-chain systems.
- Advanced Excel or equivalent analytical capabilities.
Preferred Qualifications
- Oncology, infusion, specialty pharmacy, or buy-and-bill experience.
- Experience with major healthcare distributors and wholesalers such as McKesson, Cencora, Cardinal Health, Medline, Owens & Minor, or similar.
- Medical-device and equipment sourcing experience.
- Radiopharmaceutical or nuclear-medicine procurement experience.
- Experience with GPO transitions or optimization.
- Experience working with clinical value-analysis committees.
- SAP or similar ERP/MMIS experience.
- CPhT, CPSM, CMRP, or similar certification.
