Job summary

USCCB is seeking an Advisor II, Procurement Contracts to act as Global Procurement’s subject matter expert on contracting, offering guidance on policy, donor requirements, and risk management. You will collaborate with global, regional, and country stakeholders to strengthen contracting practices and support high-quality programming.

Qualifications

• Bachelor’s degree in a relevant field and at least 8 years of experience in contract management or procurement contracting.
• Experience drafting, reviewing, negotiating, and closing complex high-value contracts.
• Experience collaborating with legal counsel, risk/compliance, and technical stakeholders.
• Ability to interpret donor requirements and translate into contract provisions.

Responsibilities

• Leads development, review, and negotiation of complex procurement-related contracts including framework agreements and contracts for goods, services, and other categories.
• Advise stakeholders on contract structures, risk allocation, service levels, warranties, insurance, indemnities, and other key terms.
• Serve as escalation point for complex contractual concerns and coordinate with OGC on legal matters.
• Contribute to development and improvement of contracting templates, clause libraries, and playbooks.
• Deliver training and build contracting capability across procurement staff and program teams.
