Job summary

Ohio Department of Agriculture is seeking a Senior Procurement & Payroll Analyst to support the Fiscal Office. You will manage payroll data, purchasing, and contracting activities with state systems such as OAKS-FIN and OhioBuys, while ensuring accuracy and compliance in payroll processing and supplier management.

Highlights include contract negotiations, procurement tool design, and cross-functional coordination to deliver complex deliverables across multiple phases.

Qualifications

• 42 months experience or 42 months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
• Undergraduate core program in business administration, accounting, finance or related field 18 months experience or 18 months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
• Graduate core program in business administration, accounting, finance or related field 6 months experience or 6 months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
• 12 months experience as Financial Analyst, 66562.
• Equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

• Designs prequalification tools, participates in contract negotiations with legal office & builds contracts into e-procurement, purchasing system, makes award recommendations with rationale & monitors supplier performance.
• Establishes acceptance & payment expectations & schedule for contracts with multiple deliverables &/or multiple phases.
• Performs payroll activities: verifies accuracy of all payroll data, verifies/audits payroll disbursement journal, runs queries & reports using Cognos &/or PeopleSoft query studio to validate payroll processing.
• Monitors suppliers’ spending against Controlling Board thresholds & prepares Controlling Board requests.
• Provides guidance to division staff on purchasing, vouchers, coding, or other transactions & reconciles MBE/EDGE data against data in OAKS.
• Performs other duties as assigned: inventory & asset management, revenue processing & reconciliation, petty cash, mail room, & updating & training staff on fiscal policies.

No ag background, no problem! You’ll learn all about agriculture from our top-notch experts who dedicate their lives to a cleaner, safer, better Ohio. The Fiscal Office is currently seeking motivated individuals to fill a Senior Procurement & Payroll Analyst position.

• With thorough knowledge of accounting & systems (e.g., Enterprise Resource Planning, OAKS-FIN) & e-procurement, purchasing systems (e.g., OhioBuys)
• Provides work direction & training & independently or as a lead worker prepares, solicits & evaluates purchasing & contracting proposals
• Works with requestor &/or subject matter experts to establish specifications where products or services have multiple complex attributes & multiple deliverables & the need is not customary & the specifications must be developed where none exist
• Designs prequalification tools, participates in contract negotiations with legal office & builds contracts into e-procurement, purchasing system, makes award recommendations with rationale & monitors supplier performance
• Establishes acceptance & payment expectations & schedule for contracts with multiple deliverables &/or multiple phases
• Performs payroll activities: verifies accuracy of all payroll data, verifies/audits payroll disbursement journal, runs queries & reports using Cognos &/or PeopleSoft query studio to validate payroll processing
• In OAKS HCM, enters new hire direct deposit & tax data & responsible for tax data maintenance for address or headquarter changes
• Processes off-cycle manual paychecks, reversals, & EFT errors
• Maintains documentation to support payment of specialized leave types (e.g., jury, bereavement, leave without pay)
• Enters other payroll adjustments as needed (e.g., leave hour adjustments, overtime/compensatory time, retroactive changes)
• Processes & monitors payment card transactions, vouchers & ISTV transactions to ensure state & federal procedures are followed
• Provides guidance to division staff on purchasing, vouchers, coding, or other transactions & reconciles MBE/EDGE data against data in OAKS
• Monitors suppliers’ spending against Controlling Board thresholds & prepares Controlling Board requests
• Performs other duties as assigned: inventory & asset management, revenue processing & reconciliation, petty cash, mail room, & updating & training staff on fiscal policies

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. ODA bargaining unit members have selection rights before non-bargaining unit members.
