Job description

This position will oversee company-wide compliance with prevailing wage requirements on public works and government-funded construction projects. This role is responsible for developing policies, coordinating with consultants, ensuring accurate certified payroll reporting, and serving as the subject matter expert on federal, state, and local wage laws-including Davis-Bacon and state-specific regulations. The ideal candidate brings deep regulatory knowledge, leadership experience, and operational awareness of construction prevailing wage and payroll practices.

RESPONSIBILITIES :

  • Lead the company's prevailing wage compliance program across all projects and jurisdictions.
  • Supervise and coordinate with third-party vendors.
  • Prepare, audit, and submit Certified Payroll Reports (CPRs) for accuracy and regulatory compliance with federal and state specific laws.
  • Interpret and apply wage determinations, fringe benefit requirements, and job classifications.
  • Maintain up-to-date knowledge of federal (Davis-Bacon) and multi-state prevailing wage laws.
  • Interface with project teams, subcontractors, auditors, and government agencies.
  • Develop and deliver training programs for staff and subcontractors on prevailing wage standards.
  • Respond to and manage wage audits, complaints, and corrective actions.
  • Ensure subcontractor compliance, including document collection and reporting.
  • Analyze compliance risks and implement continuous process improvements.
  • Collaborate with payroll, HR, and project management teams to integrate compliance into project workflows.
  • Identify and document areas of non-compliance or risk exposure across active jobsites and subcontractor submissions.
  • Recommend and implement corrective actions to address discrepancies, including wage adjustments, resubmission of certified payrolls, and process improvements.
  • Perform other related duties as assigned to support departmental goals, operational continuity, or special projects.
  • Provide backup support to the payroll team during peak periods, staff absences, or as operationally required.
  • Assist with processing full-cycle payroll and review of prevailing wage compliance.
  • Help ensure payroll accuracy by verifying proper job classifications, fringe benefit allocations, and wage rates.
  • Collaborate with HR and accounting teams to resolve payroll discrepancies and support audit readiness.
  • Staying current on policy updates and ensuring company-wide compliance

PROFESSIONAL COMPETENCIES :

  • In-depth knowledge of Davis-Bacon Act, state prevailing wage laws, and certified payroll requirements.
  • Proficient with certified payroll software and Microsoft Office Suite.
  • Proficiency with certified payroll systems such as LCPtracker, eMars, Elations, or similar platforms
  • Strong understanding of payroll processing and labor classifications, especially in multi-state environments
  • Experience supporting or managing compliance audits or agency investigations.
  • Ability to interpret and apply wage determinations, labor classifications, and fringe benefit requirements

REQUIRED QUALIFICATIONS :

  • 5+ years of experience in prevailing wage compliance within the construction industry.
  • Proficient with Microsoft Office Suite, as demonstrated by a minimum of 3 years of experience.

PREFERRED QUALIFICATIONS :

  • Associate's or Bachelor's degree in Business, Accounting, HR, or related field (or equivalent work experience)

  • The office is clean, orderly, properly lighted, and ventilated. Noise levels are considered low to moderate.

Salary Range : $90,000 - $120,000 (DOE)
