Job description

We are partnered with a nationally recognized Water and Wastewater contractor seeking a Senior Preconstruction Manager to lead large scale, complex water infrastructure pursuits across the Southeast. This organization has a long standing track record delivering Treatment Plant and Water Reclamation projects and continues to expand its footprint through strategic, high quality work.

About the role

• Lead all preconstruction activities on large volume W/WW projects from early design through handoff
• Develop conceptual and detailed estimates, preliminary budgets, schedules, procurement strategies, and bid packages
• Set win strategies for CMAR and alternative delivery pursuits, balancing risk, cost, and constructability
• Lead and mentor teams of estimators and preconstruction professionals
• Partner closely with operations, design teams, and executive leadership throughout the pursuit lifecycle
• Build and maintain strong subcontractor and supplier relationships, ensuring competitive and qualified participation
• Drive value engineering, risk identification, and cost optimization initiatives
• Ensure seamless handoff from preconstruction to project delivery teams
• Contribute to continuous improvement, lessons learned, and best practice development across the organization

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related discipline
• 10+ years of experience in preconstruction and estimating, with a strong focus on W/WW projects
• Proven success leading large scale pursuits and managing preconstruction teams
• Deep understanding of CMAR, alternative delivery, and competitive bid environments
• Strong leadership, communication, and stakeholder management skills
• Proficiency with industry estimating and take-off software
• Ability to balance detail driven execution with strategic, big picture thinking
