Job summary

W3Global is seeking an experienced Preconstruction Manager / Estimator to lead estimating and preconstruction for site-development and underground-utility projects. You will evaluate opportunities, prepare accurate bids, manage the bid process, and develop preliminary schedules.

The role requires reading civil plans, estimating earthwork and utilities, coordinating with clients, engineers, vendors, and field leadership, and driving practical project paths from opportunity through turnover.

Qualifications

• Five or more years of estimating or preconstruction experience in civil construction, site development, earthwork, or underground utilities.
• Strong knowledge of site-work and utility construction methods, materials, labor, equipment, and production rates.
• Ability to read and interpret civil plans, profiles, details, specifications, and geotechnical information.
• Experience preparing detailed quantity takeoffs and cost estimates.
• Working knowledge of storm, sanitary sewer, water, grading, and earthwork scopes.
• Experience creating preliminary construction schedules and sequencing site-work activities.
• Strong mathematical, analytical, organizational, and problem-solving skills.
• Ability to manage multiple estimates and deadlines in a fast-paced environment.
• Clear written and verbal communication skills.
• Proficiency with Microsoft Office, particularly Excel.
• Ability to learn and effectively use Beam AI, PlanSwift, Microsoft Project, and Procore.
• Valid driver's license and ability to visit construction sites and attend meetings as required.

Responsibilities

• Manage preconstruction process from opportunity review through contract award.
• Review plans, specs, geotechnical reports, addenda, contracts, and other bid documents.
• Prepare detailed estimates for site-work and utility scopes.
• Develop preliminary and bid-level project schedules using MS Project.
• Maintain estimate documentation across company systems.
• Solicit, review, and negotiate proposals from vendors and subs.
• Identify scope gaps, risks, and constructability concerns.
• Prepare bid summaries, packages, and schedules of values.
• Lead internal bid reviews and present pricing strategies to leadership.
• Attend pre-bid meetings, site visits, and client interviews.
• Maintain estimating databases and current market-cost information.
• Build relationships with owners, GC, engineers, vendors, subs.
• Assist with contract review to align estimate, proposal, and schedule.
• Conduct turnover meetings with project teams.
• Support operations with budgeting, procurement, and change orders.
