Job summary

Penn State's Applied Research Laboratory in Reston, VA seeks a senior Portfolio Manager to lead a data science and AIML portfolio across a large IDIQ effort. You will partner with the technical lead to manage cost, schedule, scope, and performance, while interfacing with sponsors and government stakeholders.

The role requires a Master's degree and 6+ years of relevant experience, with on-site work in Reston, VA and periodic travel to Chantilly, VA.

Qualifications

• Master's degree required (Portoflio Manager ARL) with 6+ or 8+ years of relevant experience depending on seniority.
• Experience managing complex DoD or IC programs including cost, schedule, scope, and performance.
• Experience as sponsor-facing liaison with stakeholder management and relationship-building skills.

Responsibilities

• Support the technical lead and serve as senior program and portfolio management partner across all business and management functions of a large IDIQ contract.
• Lead the full lifecycle of the IDIQ contract from strategic planning through execution, growth, and closeout.
• Act as onsite liaison to government sponsors and stakeholders and build relationships to support mission execution and growth.
• Manage program cost, schedule, scope, and performance ensuring compliance with requirements.
• Oversee budgets, burn-rate tracking, financial reporting, and expenditure analysis.
