Job summary

CATHEXIS is seeking a Professional Military Education Analyst (SME) to provide senior-level policy and analytical support for the SSC task force in Arlington, VA. This onsite role supports policy development, evaluation of curricula, and governance, reporting to the Deputy Assistant Secretary for Strategic Readiness.

The candidate will conduct policy research, draft memos, and coordinate with DoD stakeholders, ensuring alignment with NDS and NDAA provisions.

Qualifications

• Active Secret DoW clearance is required.
• Bachelor's degree in Public Policy, Political Science, International Relations, National Security Studies, or related field (or equivalent professional experience).
• Minimum of eight years of professional policy analysis, policy development, or program evaluation experience.
• Ability to work independently on high-visibility or mission-critical program aspects.
• Strong analytical and writing skills; translate complex policy/regulatory issues into clear recommendations for senior leadership.
• Proficiency with MS Office (Word/PowerPoint), SharePoint, and standard research/analysis tools.
• Must be a United States citizen to obtain and maintain a DoW security clearance.

Responsibilities

• Conduct policy research, analysis, and interpretation for SSC Task Force decisions.
• Lead review and revision of OBME Policy and DoDI 1322.35; draft policy language and recommendations.
• Analyze NDAA Title 10 education provisions for compliance and policy implications.
• Support cost-benefit analyses for SSC degrees and related governance considerations.
• Develop policy positions and briefing materials for fellowship program evaluations.
• Draft policy memoranda and briefing papers for leadership review and approval.
• Support governance and education policy assessments across services and Joint Staff.
• Coordinate stakeholder engagement across Military Services, Joint Staff, and DoD.
