Job summary

CATHEXIS in Arlington, VA seeks a dynamic Professional Military Education Analyst (SME) III to support the Office of the Deputy Assistant Secretary of War for Strategic Readiness. The role requires senior-level policy analysis on the SSC Fellowship Program and PME portfolio, with daily onsite work at the Pentagon.

The ideal candidate has eight years of policy experience, a bachelor’s in a related field, US citizenship, and a secret clearance, plus strong writing and MS Office skills to brief

Qualifications

• Bachelor’s degree in Public Policy, Political Science, International Relations, National Security Studies, or related field.
• Minimum of eight years of professional experience in policy analysis, policy development, or program evaluation.
• Ability to work independently on high-visibility or mission-critical program aspects.
• Strong analytical and writing skills; translate complex policy issues into clear recommendations.
• Proficiency with MS Office (Word, PowerPoint), SharePoint, and standard research tools.
• Must be a United States citizen to obtain and maintain a DoW security clearance.
• Active Secret DoW clearance required.

Responsibilities

• Conduct policy research, analysis, and interpretation to inform SSC Task Force decisions and policy formulation.
• Lead the review and revision of OBME Policy and DoDI 1322.35, drafting policy language and recommendations.
• Analyze NDAA Title 10 education provisions and other requirements to assess SSC program compliance.
• Support the SSC Degree-Granting Cost-Benefit Analysis by evaluating governance considerations.
• Develop policy positions and briefing materials related to SSC Fellowship Program evaluation.
