City of Philadelphia is seeking a Senior Program Manager for the Police Department’s Office Data, Analytics and Technology (ODAT) to lead major technology initiatives and coordinate cross‑functional teams. The role demands a Bachelor’s degree in Computer Science or IT and at least five years of project management experience delivering complex programs on time and within budget.

Salary range is $87,000–$105,000 yearly with comprehensive benefits and opportunities to impact Philadelphia's public

Qualifications

• Bachelor’s degree in Computer Science or Information Technology, or closely related field.
• Minimum of 5 years Project Management experience managing multiple, large cross-functional teams or projects.
• 5+ years of applicable business experience; law enforcement experience a plus.
• Any equivalent combination of education and experience may be accepted by the Philadelphia Police Department and Human Resources.

Responsibilities

• Manage projects from Initiation through Closure.
• Assist project teams navigating technical and project processes.
• Develop, clarify, and manage the scope; define contract deliverables and achieve targeted outcomes.
• Ensure project requirements are achieved on time and within budget.
• Assemble project team, identify resources, assign responsibilities, and develop timeframes.
• Determine project costs and ensure delivery on time within budget.
• Ensure compatibility with existing architectural and enterprise standards.
• Perform cost/benefit analysis of actions and initiatives.
• Schedule and document meeting minutes.
• Prepare status reports, summaries, and dashboards for management.
• Provide support, coaching and mentoring on project management best practices.
