Cumming Group is seeking a seasoned Permitting Specialist to lead regulatory approvals for complex projects in the Richmond area. You will interface with AHJs, utilities, and planning/zoning bodies to secure permits and coordinate related submissions.

The role requires managing schedules, milestones, and cross-functional coordination with engineers, architects, and project teams. The ideal candidate brings 5+ years in permitting or regulatory approvals, strong communication, and robust

Qualifications

• Minimum 5+ years in construction permitting, entitlements, or regulatory approvals.
• Direct experience with AHJs, municipalities, utilities, and local agencies.
• Knowledge of local permitting processes and project coordination requirements.

Responsibilities

• Lead permitting and regulatory approvals across the project lifecycle.
• Interface with AHJs, building and fire officials, planning/zoning departments, utilities, and local agencies.
• Maintain permit matrix, approval schedule, and regulatory milestones.
• Coordinate permit submissions with architects, engineers, contractors, consultants, and project leadership.
• Manage agency comments, technical responses, and approval resolution.
• Identify permitting or stakeholder risks impacting schedule or critical path.
• Build relationships with government, regulatory agencies, utilities, and stakeholders.
• Support local communications and community engagement as needed.
• Track permits, approvals, correspondence, commitments, and actions.
• Coordinate with project management, design, construction, EHS, quality, and commissioning teams.
