Job summary

PCI Federal (PCIF) is seeking an experienced System Engineer – Oracle Health/Cerner Millennium to provide technical leadership and strategic oversight for Oracle Health initiatives supporting the Military Health System (MHS). The role demands deep Oracle Health expertise, healthcare interoperability, and the ability to mentor engineers.

The ideal candidate will guide architecture reviews, system modernization, and complex integrations with HL7, FHIR, and DICOM.

Qualifications

• 8+ years as a Systems Engineer or similar for enterprise healthcare info systems.
• 5+ years hands-on experience with Oracle Health (Cerner Millennium) in large environments.
• Experience with MHS, DHA, DoD, VA or large integrated healthcare orgs preferred.
• Strong knowledge of Oracle Health architecture, components, and deployment.
• Experience with HL7, FHIR, CCD/C-CDA, DICOM, APIs and web services.
• Experience with Windows/Linux servers, SQL, scripting, and performance tuning.
• Understanding of RMF/STIG compliance and DoD security requirements.

Responsibilities

• Provide senior engineering support for Oracle Health/Cerner Millennium in MHS.
• Design, implement, configure, and optimize Oracle Health solutions across workflows.
• Lead architecture reviews, planning, and modernization efforts.
• Analyze workflows to improve performance, usability, and automation.
• Lead upgrades, maintenance, and new capability implementations.
• Develop interfaces between Oracle Health and external systems using HL7, FHIR, DICOM and web services.
• Ensure scalability, reliability, and security meeting performance objectives.
• Troubleshoot production issues and perform root-cause analysis.
• Collaborate with cybersecurity to meet RMF/STIG and DoD security policies.
• Document engineering designs, implementation plans, and standard operating procedures.
• Advise government stakeholders on capabilities, roadmaps, and best practices.
