Job summary

Think Tank, Inc. seeks an experienced Program Manager to lead Oracle EBS Federal Financials initiatives in Washington, DC. This onsite role requires US citizenship and a strong PM/SAFe background for managing complex federal finance projects.

You will drive SDLC governance, risk management, and executive reporting, coordinating with government leadership and cross-functional teams to ensure on-time delivery and compliance with federal controls.

Qualifications

• 10+ years of Oracle EBS Federal Financials implementations, upgrades, and O&M programs.
• 7+ years in a technical or project lead role.
• Bachelor's degree in Computer Science, Information Systems, Business, or related field.
• Experience leading financial projects; strong business/finance background.
• Expertise in Agile Methodology.
• Prior federal work experience.
• Experience managing project tasks and on-time delivery.
• Experience managing risks; updating Risk Register.
• Hands-on with Oracle R12 EBS modules (Loans, SLA, GL, AP, AR, Budget, Purchasing).
• Proven experience with Jira, Confluence, and SVN.
• Strong understanding of federal accounting and reporting requirements (FISMA/FISCAM, FCRA, OMB).
• Experience managing complex integrations with federal systems and COTS platforms (e.g., ComprizonSuite, ConcurGov, IPP).
• Strong communication, stakeholder management, and executive reporting.
• PMP and/or SAFe Agile certification preferred.

Responsibilities

• Ensure project meets requirements and is delivered within the timeframe.
• Develop and maintain strategic plans, roadmaps, risk register, and project meetings.
• Coordinate with government leadership and stakeholders to update project schedules and risks.
• Lead program execution per SDLC, Agile SAFe, and release management policies.
• Develop and maintain project plans, risk registers, mitigation strategies, and dashboards.
• Facilitate governance routines, executive briefings, and change control board approvals.
• Coordinate with infrastructure, security, audit, and OCFO stakeholders for alignment and compliance.
