Prevailance, Inc. seeks an Operations Research Senior Analyst to support NATO Headquarters SACT CMDS in Norfolk, VA.

This on-site role may require up to 60 days of travel annually and focuses on applying OR and OA methods to support capability development and programmatic decision-making. Responsibilities include conducting COA analyses, assessing operational effectiveness, costs, risks and schedules; developing comparative analyses of options; and producing analytical reports and briefs for

Qualifications

• Minimum of two examples within the last 10 years, totaling at least 3 years of combined experience performing military OR/OA or Data Science supporting policy development, capability development, or acquisition.
• Experience designing, leading, and facilitating structured stakeholder engagements to elicit objectives, assumptions, measures, risks, preferences, and expert judgment in defense capability decisions.
• Experience engaging technical and non-technical stakeholders across multiple levels of seniority.

Responsibilities

• Conduct COA analyses using OR and OA methods to support capability development and inform programmatic direction.
• Plan and conduct qualitative and quantitative assessments of operational effectiveness, including cost-effectiveness and risk-benefit analyses.
• Engage with NATO and national research organizations and industry to assess operational effectiveness of potential alternatives.
• Develop RFIs and surveys for NATO nations, NGOs, and industry.
• Analyze risks and develop risk-management approaches.
• Develop and document comparative assessments of cost, risk, schedule, and operational effectiveness.
