Job summary

Modern Technology Solutions, Inc. (MTSI) seeks a Senior Operational Test Program Manager in Tucson to lead Open System Enclave (OSE) and C3BM initiatives, advancing ARC aircraft capabilities.

You will drive funding opportunities, assess emerging tech, and oversee developmental and operational tests for ARC platforms including F-15, F-16, F-35, HH-60 and C-130. Ideal candidates have 15+ years in test/engineering, strong leadership and communication skills, and a proven track record with DoD

Qualifications

• Minimum 15 years of operational/developmental test experience, software testing, or practical engineering.
• Experience in aircraft modification programs and airworthiness certification process.
• Strong background in USAF fighter systems, tactical employment, and development of tactics, techniques, and procedures (TTPs).

Responsibilities

• Manage a portfolio of developmental and operational test events across multiple ARC programs.
• Develop and track program goals, roadmaps, milestones, and performance against plans.
• Coordinate test infrastructure, scheduling, provisioning, and execution.
• Collaborate with test directors, systems engineers, flight test engineers, and operators to align solutions with ARC requirements.
• Translate technical findings into actionable recommendations for leadership.
• Interface with government leaders, program offices, and industry partners on developments.
• Lead software and hardware architecture implementation aligned with program offices.
• Provide SME in fighter weapon systems, tactical operations, and CONOPs development.
