Job summary

Johns Hopkins University Applied Physics Laboratory (APL) seeks a senior systems engineering/program management professional to provide expert support for NLCC and DoD leadership communications systems. Role involves on-site Pentagon support and leading cross-enterprise efforts with DoD leadership.

The candidate should possess a TS/SCI-eligible background, 10+ years in DoD programs, and strong leadership and communication skills.

Qualifications

  • Bachelor degree required in Systems Engineering, Computer Science, Electrical Engineering or closely related discipline.
  • At least 10 years of relevant experience leading and managing tasks tied to DoD command-and-control or communications programs.
  • Ability to assess and solve problems beyond primary technical specialty.
  • Strong oral and written communication skills with polished presentation abilities; ability to lead and collaborate in small to mid-sized teams.
  • Ability to represent the organization at Senior Executive Service and Flag Officer levels.
  • Willingness to travel to Laurel, MD for periodic meetings (up to 5% travel).
  • Active Top Secret security clearance with potential to obtain TS/SCI clearance.
  • U.S. citizenship and ability to meet government security screening requirements for access to classified information.
  • Preferred: Masters or PhD in related field.
  • Preferred: 15+ years of relevant technical experience including NLCC, SLC3S, and DoD acquisition.
  • Preferred: familiarity with DoD C2 enabling capabilities and systems.
  • Preferred: prior experience leading DoD initiatives.
  • Preferred: active TS/SCI clearance.

Responsibilities

  • Provide technical expertise, analysis, and systems engineering support for NLCC and Senior Leadership C2&C Communications systems.
  • Deliver full-time onsite support at the Pentagon.
  • Support development of information services and communications capabilities for NLCC constructs.
  • Help develop communications implementation plans.
  • Contribute to policies, guidance, roadmaps, capability architectures and modernization approaches for NLCC information services and communications.
  • Support concept-of-operations work and technical transition planning.
  • Prepare briefings and presentations for senior DoD leaders and interagency audiences.
  • Provide rapid-response analysis, including drafting and reviewing white papers, bullet papers, briefings, and slide materials.
