The Mission:
The Digital Sector at Leidos is seeking a dynamic Senior Metrics Developer/Analyst to support cloud modernization initiatives for the United States Coast Guard (USCG) at Command, Control, Communication, Computer, Cyber, and Intelligence Service Center (C5ISC) in the Alexandria, VA area. This role is part of a high-impact program focused on delivering secure, scalable cloud solutions that enable operational agility and resilience across the USCG enterprise.
As the Metrics developer and analyst, you will workacross all areas of the program (PMO, Operations, Engineering, Cyber)to ensure that effective metrics aredeveloped,collected, analyzed, and presented on botha continual andad hocbasis using the existing infrastructure. The candidate willbe responsible forimplementingprimarily Cloud and network-relatedmetricsthathave positive impactandassistin driving sound management decisionsfor the U.S. Coast Guard’s enterprise Cloud.
Key Tasks:
Obtain and normalize data for usage.
Develop effectiveness and efficiencyCloudmetricsthat showreturn on investments(ROI)andpropose for government approval.
Developimpactmetricsdemonstratingthe maturity of enterpriseCloud managementandidentifygapsand/or opportunities for improving maturity/performance.
Develop abalancedscorecard to display the level of effectiveness/efficiencyofthe enterprise Cloud.
Build dashboards usingdata analysis and visualization tools,e.g.Qlik, Tableau orPowerBItosupport on-demand metrics representation.
Track metrics initiatives and other projects fortheprogram.
Set up tools and mechanisms for automating metrics as much as possible.
Report metrics and project progress in customer and/or regularprogrammeetings.
Research tools, techniques,frameworks, processes, andbest practices in metrics and recommend improvements to program and customer leadership.
Collaborate with othercustomermetrics teams on high-level efforts with the ability to lead certain projects.
Work with internal and external stakeholders to develop new reports and automate existing reports.
Help the program redefine and redesigncurrently existingmetricsin accordance withthe government’s needs and specifications.
Understand the gaps withinthe customer’scurrentdata and metricstoolset and make recommendations foradditions, replacements,enhancements,and improvements.
Basic Qualifications:
Bachelor’s degree in a related field (e.g., Business Analysis/Intelligence, Mathematics, Statistics, Computer Science,Economics) and 8 – 12 years of prior relevant experience or Master’s with 6 – 10 years of prior relevant experience.
One or more relevant certifications, (e.g. Tableau Desktop Certified Associate, Tableau Desktop Certified Professional,MicrosoftCertified: Data Analyst, Microsoft Certified: Power Platform Fundamentals,etc.)
Ability to translate business requirements into technical solutions via a structured process.
Strategic vision and analytical thinking.
Excellent analytical, decision-making,and problem-solving skills.
Familiarity with standard project management methodologies,e.g.PMI
Ability to manage multiple projects simultaneously and prioritize accordingly.
Extensive experience in creatingandmaintainingbalanced scorecards, dashboards, and other data visualizationsfortactical, strategic, and executive-level audiences.
Exceptional interpersonalskills andspoken andwritten communication skills tofrequentlyinteract with all levels of the organization, including presentations for stakeholders.
Exceptionalanalytical ability to quickly gather facts, perform root cause analysis, and draw conclusions in collaboration with other team members.
Ability to work cross functionally withintechnicalandbusiness parts of the organization.
Strong problem solving and analytical skills,organizational skills,and attention to detail.
Ability to work in a fast-paced, demanding, and fluid environment.
Must be a U.S. Citizen and able to obtain a DoD Public Trust
Preferred Qualifications
Expert atdesigning and producing metrics, KPIs, and data visualizations.
Expert atcreating interactive metrics dashboards using Power BI, Tableau,Tableau Prep Builder,or other data visualization/analysistools.
Expert atgenerating reports, charts, and graphsfor all levels of an organization.
Expert atmaintaining; integrating; preparing; and extracting, transforming, and loading (ETL) complex and/or large datasets for analysis.
Strong background inCloud operations and/or engineering
Familiar with programming languages such as python, SQL, etc.
Advanced relevant certifications or equivalent courses, certificates, etc.
Experience incontinual improvement frameworks, methods, and implementation

Pay Range $92,300.00 - $166,850.00
