Qualifications

  • High School Diploma required; degree preferred.
  • Associates or bachelor’s in engineering, construction, or related field preferred.
  • Experience leading turnarounds in oil & gas or refining a must-have.

Job Summary

The Senior Manager, Turnarounds is accountable for the safe, high-quality, efficient, on-schedule, and on-budget execution of all turnaround events at the Deer Park Refinery. The role leads a complex portfolio of annual turnaround events ranging from millions to hundreds of millions of dollars, with execution workforces that may reach approximately 3,000 personnel at their peak. This leader is responsible for setting the vision, building organizational capability, and establishing the governance, planning, estimating, scheduling discipline, and execution rigor required to deliver first-quartile performance in safety, quality, cost, and schedule when compared with industry peers. Success in this role requires the ability to lead through complexity, align stakeholders, manage risk, and make sound decisions in a high-pressure operating environment. Continuous improvement must be at the core of how this leader approaches their business. Results are critical; however, how those results are achieved are equally important. Accountability & Responsibilities:

  • Enterprise-level turnaround leadership: Sets the vision, priorities, and governance needed to safely deliver complex shutdowns and turnarounds with disciplined execution and clear accountability.
  • Safety, quality, and reliability focus: Champions safe work execution with a relentless passion for ZERO incidents including ZERO quality events and delivering on-time asset reliability while ensuring turnaround decisions support long-term business performance.
  • Develop Leaders and Teams:actively coaches and intentionally develop team members including leadership to enhance capability both short term and long term through succession planning and targeted development opportunities. Frequently meets and provides structured feedback on capabilities and results to enable their team to thrive. Ensures clarity on expectations and accountability to deliver while providing appropriate support.
  • Strategic execution optionality: Develops and evaluates multiple execution strategies to balance safety, scope, schedule, cost, resource availability, and risk.
  • Complexity and risk management: Leads through uncertainty, competing priorities, and high-pressure decisions while maintaining control of budget, schedule, and business-critical risks.
  • Executive communication and stakeholder alignment: Communicates effectively up, down, and across the organization, providing concise updates, decision framing, and escalation support for senior leaders.
  • Results-oriented performance leadership: Establishes clear expectations, measurable outcomes, and performance discipline across internal teams, contractors, and cross-functional partners.
  • Ownership, credibility, and influence: Builds trust through visible ownership, sound judgment, follow-through, and the ability to influence stakeholders without sacrificing execution discipline.
  • Contracting and procurement partnership: Applies strong contract strategy acumen and partners effectively with Indirect Procurement to secure contracting models, commercial terms, and supplier performance aligned with turnaround success in safety, quality, cost competitiveness and schedule.
  • Turnaround and shutdown execution excellence: Demonstrated experience leading large, complex shutdowns and turnarounds from early planning through execution, commissioning, startup, and post-event capture of lessons learned.
  • Strategic safety leadership: Builds safety into every phase of turnaround planning and execution, with clear field expectations, contractor alignment, and disciplined safeguards to achieve ZERO incidents and ZERO quality events.
  • Critical path schedule management: Strong command of integrated turnaround schedules, critical path analysis, schedule risk mitigation, resource loading, productivity tracking, and recovery planning.
  • Scope development and control: Ensures turnaround scope is clearly defined, challenged, prioritized, frozen at the right time, and governed through disciplined change control.
  • Estimating, budgeting, and cost control: Develops credible cost competitive estimates, manages the budget process, understands cost drivers, and applies forecast discipline to protect business commitments.
  • Risk management and decision quality: Able to identify technical, commercial, schedule, execution, and business continuity risks early; frames options clearly and makes timely decisions under pressure.
  • Contractor and supplier performance management: Has contract and execution strategy competency to partner with Procurement and functional stakeholders to shape contract strategy with an emphasis on safety and leadership culture, manages contractor readiness, drives accountability, and resolves performance issues timely.
  • Cross-functional integration: Able to coordinate and communicate effectively across Site Leadership, Business, Maintenance, Operations, Engineering, Projects, Inspection, Reliability, HSSE, Procurement, Finance, and contractor organizations.
  • Performance management and continuous improvement: Experienced in use of metrics, principles of lean, and able to deploy tactics to take action on learnings via after-action reviews, benchmarking, and lessons learned to wholistically improve turnaround performance in predictability, productivity, cost competitiveness, and organizational capability.

Education, Experience and Skills

Education and Experience:

  • High School Diploma Required.
  • Associates and/or bachelor’s degree in engineering, construction or related field preferred.
  • 10+ years of Turnaround Organization leadership in oil and gas, refining, or petrochemical industry required.

Knowledge, skills and abilities

  • Turnaround Gate Process management
  • SAP / S4 HANA knowledge
  • Asset Management Processes and Tools (IMS, SAP, GE-APM, etc.)
  • Lean Training preferred
  • Understanding of refinery processes and operations preferred.
  • Toadfly knowledge is a plus
