Why does the job exist?

The position will serve as the District Two (2) Business Manager and is responsible for District Administration staff (Accounting, Procurement, Support Services, Stores, Buildings & Grounds), Human Resources, Safety/Loss Control, Equipment, I.T. and Network areas within the District to promote an efficient and effective workforce. The Business Manager is also responsible for coordinating with and providing support to the District Engineer, other assistants to the District Engineer, and to other areas of the Department.

How does it get done?

This position will coordinate with the District Engineer on the development and execution of Administrative

Serves as point of contact for the General Office in regard to matters concerning Legislative Finance Committee, Department of Finance Administration and Governor's Office.

Monitor and evaluate the District for program performance and effectiveness; manage and coordinate the District's field activities with other district program activities such as Construction, Maintenance, Technical Support, Design, and Planning sections.

This Senior Manager (Business Manager) position will oversee the District Operational Budget to include salaries and benefits, Professional Services, Contracts, field supplies, and Legislative appropriations. District Operational Programs including Construction Management, Road Maintenance, Design and Local Government Support, and Financial Administration rely on this oversight to ensure that each program has the equipment, labor, and materials necessary to complete their individual missions.

This position promotes an efficient and effective workforce for District Two office by providing a monthly and fiscal year expenditure reports for historical and future budgets. The position also monitors all requests for materials, services, and equipment in compliance with approved budget. Ensures expenditures are charged to the appropriate accounting codes, monitoring and assuring deadlines are met in accordance with department directives, policies/procedures.

Establishes and maintains a fleet management program which incorporates an annual capital outlay budget that adequately supports the Fleet Management needs.

The position will also establish Human Resources to assure all District operations are supported through quality customer service. Implements, coordinates, and conducts Risk Management strategies to reduce losses in all areas of Risk Management development, as per measures by the Safety/Loss Control Unit. Directs Building and Grounds to assure facilities are properly maintained and establishes a 5-year plan to repair or replace priorities as funding is available. Establishes and maintains a continual refresh program for IT equipment.

Bachelor's Degree in a relevant field of study from an accredited college or university and ten (10) years of professional-level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Business/Personal reference check and Driver's License verification are required, and employment is conditional pending results.

Working Conditions

Work is performed primarily in an office setting and occasionally in a field setting with exposure to Visual/Video Display Terminal (VDT), inclement weather conditions, noise and extensive personal computer and phone usage. Daily contact with the public and/or employees. Sitting/Standing, bending, squatting, climbing, reaching, kneeling and crawling for extended periods of time may be required. Ability to life up to 50lbs. Work extended hours with frequent, extended and overnight periods of travel.
