Job description

ICF's Disaster Management Division seeks a Senior Manager, Strategic Resilience who will support clients in implementing federally- and state-funded grant projects, specifically in the energy sector. This position is 100% Remote in the United States. Must have experience focused on infrastructure modernization, clean energy transition, and/or resilience/sustainability in these areas.

Compensation: The base salary range is $130,000 – $150,000, depending on experience, location, and alignment with the job description.

The Senior Manager will collaborate with ICF staff and clients to deliver grant and program management support across opportunities funded by federal and state agencies such as FEMA, DOE, EPA, DOT, and the Department of Commerce. The role involves executing programs flawlessly, anticipating client needs, and strategically positioning resources for growth.

The ideal candidate will have a proven track record of execution and growth, with responsibilities including optimizing grant resource allocation, building solutions, and managing risks. Familiarity with the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA), along with experience in implementing resilience strategies, is essential. Key Responsibilities:
  1. Lead the development, coordination, and operation of large, complex federally funded programs focused on infrastructure modernization and clean energy transition, from initiation to closeout.
  2. Serve as the primary interface with senior client staff and executives.
  3. Oversee all program activities, including schedule, budget, and scope management.
  4. Conduct high-profile public presentations and stakeholder meetings.
  5. Coordinate clients' innovation and resilience priorities, secure funding, and ensure successful program implementation.
  6. Manage the performance of project staff and subcontractors.
  7. Coordinate across infrastructure and natural hazard disciplines to deliver high-quality strategies.
  8. Maintain comprehensive knowledge of program policies, requirements, and compliance, especially related to FEMA, BIL, IRA, and similar programs.
  9. Monitor program performance and establish tools for results control.
  10. Report to ICF leadership on milestones and challenges, using data-driven analysis.
  11. Support business development, including proposal development.

MUST HAVE Qualifications:
  • Bachelor’s Degree in a relevant field.
  • 8+ years managing complex, multi-disciplinary teams to meet deadlines and deliver quality work.
  • 5+ years of project management experience with FEMA, DOE, EPA, or similar agencies, focused on infrastructure, energy, or resilience.
  • 5+ years of grant writing and management, including compliance and reporting.
  • Willingness and ability to travel across the U.S.
Preferred Skills/Experience:
  • Master’s degree or higher in a related field.
  • Experience in the energy sector, working with utilities, federal agencies, or state energy offices.
  • Knowledge of disaster planning, recovery, mitigation, and grants management systems.
  • Experience managing contracts over $5 million.
  • Certification as a Project Management Professional (PMP).

Pay Range: The full-time pay range for this position is $107,936.00 - $183,491.00 nationwide, depending on experience, skills, location, and other factors.
