Job summary

LU Service Corp. in Georgia is seeking a Senior Manager, Rates and Regulatory Affairs to lead regulatory and rate-related functions across Liberty's Georgia operating entities.

You will oversee filings with the Georgia Public Service Commission, advise leadership, and represent the company in regulatory matters. This role requires expert understanding of utility regulation, ratemaking, and regulatory finance, with 10+ years of managerial experience.

Qualifications

  • Expert-level understanding of the regulation of utilities, ratemaking and pricing, and regulatory finance.
  • 10+ years of relevant experience that includes prior managerial experience.
  • Judgement and decision-making abilities enabling independent goal achievement.
  • Ability to establish productive relationships with regulators and stakeholders.
  • Ability to interact effectively with all levels of senior management, including presentations and written communication.

Responsibilities

  • Establishes and maintains good relationships with regulators and intervenors.
  • Prepares and executes filings at the Georgia Public Service Commission.
  • Serves as an expert witness on regulatory matters.
  • Ensures alignment of regulatory and business strategies to maximize shareholder value.
  • Lead the rate making activities.
  • Develops tactics to maximize rate recovery of prudently incurred capital and operating expenses.
  • Thought leadership and participation in industry associations.
  • Advises management on regulatory and industry matters.
  • Monitor regulatory changes and update management on implications for filings.
  • Implement and oversee compliance and filings frameworks to ensure timely and accurate submissions.
  • Direct, mentor and manage direct reports within the department.

Purpose

The Senior Manager Rates and Regulatory Affairs is responsible for all regulatory affairs and rates related functions for Liberty's operating entities in Georgia. The Senior Manager will perform regulatory and governmental outreach, prepare and implement rates filings and regulatory filings required at the state level. The Senior Manager maintains a local presence to advance relationships with regulatory commissions/authorities, operating company leadership, and other key stakeholders while ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. Provides regulatory leadership and advice to direct and indirect reports to ensure regulatory compliance and to maximize earnings at the local state level.

  • Monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities. Updates key management on regulatory changes, developments and implications of new requirements on functional areas
  • Implement and oversee a framework to ensure the utility is meeting its compliance and filings requirements in an accurate and timely manner
  • Direct, mentor and manage direct reports within the department to ensure all objectives are met.
Education and Experience
  • Expert-level understanding of the regulation of utilities, ratemaking and pricing, and regulatory finance
  • 10+ years of relevant experience that includes prior managerial experience
  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence
  • Demonstrated ability to establish and foster productive relationships with regulators and other key stakeholders
  • Ability to interact effectively with all levels of senior management including presentations, written communications, and internal relationship-building
