Job summary

Liberty Utilities is seeking a Senior Director, Rates & Regulatory Affairs to lead the regulatory operations for the western region. You will manage rate cases, filings, and regulatory strategies, engaging with commissions and authorities to drive favorable outcomes.

The role requires deep knowledge of US regulation, strong leadership, and the ability to travel as needed. You’ll partner with regional directors to deliver compliant, value-driven regulatory programs and earnings growth.

Qualifications

  • Bachelor's degree in relevant field.
  • 15+ years of experience in utility or regulatory consulting.
  • 5+ years in managing regulatory, finance, or accounting teams.
  • Utility ratemaking background is a strong asset.
  • Must be able to develop relationships and credibility quickly.
  • Availability to travel as needed.

Responsibilities

  • Lead rate cases across Liberty Utilities in the western region.
  • Advance regulatory framework by applying for and securing approval for revenue mechanisms.

Purpose

This position is responsible to lead the regulatory operations and rates related functions for the western region. The position is responsible for ensuring positive resolutions to rate cases, integrated resource plans, and other regulatory filings in the states within which we operate. The position has direct reporting relationships with the regional regulatory Directors and managers and as such is expected to be the expert on US regulation and all related matters; including being an expert witness representing company interests in each regulatory jurisdiction. This position is responsible for ensuring all reporting requirement to external regulatory authorities will be completed accurately, on time. The position is also responsible to develop and implement regulatory outreach strategies, rates filings, and regulatory filings. Has primary responsibility for managing the relationship with regulatory commissions/authorities and ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. Provide regulatory leadership and advice to key stakeholders to ensure regulatory compliance and to maximize earnings.

Accountabilities
  • Prime responsibility for executing rate cases across Liberty Utilities in the western region
  • Responsible for advancing regulatory framework by applying for and receiving approval for increased mechanisms which increase the revenue stability for Liberty Utilities
  • Oversees the company’s regulatory application process to obtain all necessary approvals
  • Establishes and maintains good relationship with regulatory authorities
  • Liaises with senior level regulatory authorities and participates in industry forums to influence regulatory policies
  • Ensure alignment of regulatory strategies to all key functional areas to ensure regulatory compliance and to maximize shareholder value
  • Lead all rate making activities
  • Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses
  • Provides advisory to regulatory team and company mangement on emerging regulations and changes impacting rate applications and company investment.
  • Oversees the review and interpretation of new pending laws and regulations, which potentially affect the organization’s business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure compliance
  • Responsible for timely and accurate completion of all regulatory compliance filings in all jurisdictions
  • Lead a team of regulatory professionals from coast to coast and be the subject matter expert on utility regulation
Education and Experience
  • Bachelor's degree in relevant field
  • 15+ years of experience, utility or utility consulting experience required
  • 5+ years managing teams within regulatory, finance, accounting
  • Utility ratemaking background considered a strong asset
  • Must have ability to develop relationships and build credibility quickly
  • Availability to travel as needed
