Collins Aerospace is seeking a Senior Program Manager to lead the execution of complex, classified communication systems programs supporting critical national defense missions. This position will have direct ownership of multiple contracts spanning hardware and software development, production, and sustainment, with accountability for cost, schedule, technical performance, and customer commitments. Working at the intersection of advanced engineering and program leadership, you will guide multidisciplinary teams through challenging technical and operational decisions while ensuring programs deliver against demanding mission requirements.
As the primary program leader and customer interface, you will align Engineering, Operations, Supply Chain, and other functional partners to manage execution, resolve technical and programmatic challenges, and maintain disciplined financial and performance controls. You will also lead customer engagements, contract negotiations, and proposal efforts supporting program extensions and future business opportunities. This position combines hands‑on program execution with meaningful influence over customer relationships, technical outcomes, and the continued development of advanced defense communication capabilities.

Lead the execution of multiple complex, classified communication systems programs, ensuring successful delivery against contractual commitments, technical requirements, cost, and schedule objectives
Provide overall program leadership and accountability across hardware and software development, production, and sustainment activities, aligning execution with customer expectations and business priorities
Lead multidisciplinary Program Management Teams (PMTs), partnering with Engineering, Operations, Supply Chain, Finance, Contracts, and other functional organizations to coordinate resources, resolve challenges, and deliver program objectives
Establish and maintain program baselines, performance metrics, and execution controls, including Earned Value Management (EVM), Estimates at Completion (EACs), and cost and schedule performance tracking
Identify, assess, and manage program risks, opportunities, and technical challenges, developing mitigation strategies and driving timely resolution of issues that could affect program performance
Serve as the primary customer interface throughout the program lifecycle, managing customer communications, addressing escalations, and maintaining alignment on technical performance, deliverables, and contractual expectations
Lead program planning and execution reviews, communicating performance, financial status, risks, and recovery strategies to business leadership and key stakeholders
Partner with Engineering leadership to align technical resources, staffing, and program priorities with execution requirements and financial commitments
Manage contract scope, configuration changes, and customer‑directed modifications, ensuring disciplined change control and alignment with contractual requirements
Lead the development of technical and cost proposals for contract modifications, follow‑on work, and new business opportunities, coordinating inputs across engineering and functional teams
Support and lead contract negotiations within established business authority, balancing customer requirements, program objectives, and financial considerations
Ensure program execution complies with applicable government contracting requirements, export controls, cybersecurity standards, and internal program management processes
Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
Active and transferable U.S. government issued security clearance is required prior to start date

Minimum of 7 years’ experience leading hardware and software development programs within the aerospace, defense, or government contracting environment
Demonstrated experience managing the execution of programs using Agile methodologies
Demonstrated experience delivering programs using Earned Value Management processes compliant with the EIA 748 EVMS Standard
Active and transferable U.S. Top Secret security clearance
Experience leading complex, classified defense programs or Integrated Product Teams (IPTs) spanning engineering development, production, and sustainment
Knowledge of secure communications technologies, including secure voice, VoIP, IP‑based communications, and multi‑level secure networking architectures
Experience supporting Nuclear Command and Control (NC3) programs, including STRATCOM, E‑4B, E‑6B, or other strategic defense initiatives
Experience managing technology refresh, sustainment, or obsolescence‑driven redesign efforts for complex defense systems
Demonstrated experience leading multidisciplinary teams, managing program financial performance, and navigating complex contractual requirements
Familiarity with Department of Defense (DoD) cybersecurity requirements, including Security Technical Implementation Guides (STIGs) and the Risk Management Framework (RMF)
Project Management Professional (PMP) certification or equivalent program management training

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
