Job description

Senior Manager/Director, National Security and Military Partnerships

The Edison Electric Institute (EEI) is the association that represents all U.S. investor-owned electric companies. Our members provide safe, reliable electricity for nearly 250 million Americans, and operate in all 50 states and the District of Columbia. Collectively, the electric power industry supports nearly 7 million jobs in communities across the United States and drives economic growth and prosperity. EEI also includes hundreds of industry suppliers and related organizations as Associate Members.

EEI employees are required to work in office Monday-Thursday, and have the option to work remotely on Fridays.

*This role may be filled at the Senior Manager or Director level, depending on the qualifications of the finalist*

KEY RESPONSIBILITIES OF THE SENIOR MANAGER/DIRECTOR, NATIONAL SECURITY AND MILITARY PARTNERSHIPS:

National security, cybersecurity, and energy resilience are among the most consequential issues facing the electric power industry. The reliable delivery of electricity to military installations and federal facilities is not merely a business priority—it is a critical component of U.S. defense readiness and homeland security. Beyond the fence line of any installation, protecting the electric grid from cyber, physical, and supply chain threats, including state-sponsored actors pre-positioning inside critical infrastructure networks, is central to national security, economic stability, and public safety.

Reporting to the Managing Director, Security and Resilience, the Senior Manager/Director, National Security and Military Partnerships serves as EEI’s lead subject matter expert on the intersection of electric power and national security. Through policy engagement, strategic advocacy, and direct collaboration with the Department of War (DoW) and other federal national security agencies, the Senior Manager/Director advances the authorities, partnerships, and infrastructure investments that support mission assurance at military installations and federal facilities while strengthening the security and resilience of the nation’s electric infrastructure. The Senior Manager/Director works closely with the Chief Industry Operations Officer and the Managing Director for Security and Resilience, EEI’s primary liaisons to the U.S. defense and national security communities, to ensure the electric power sector is recognized as an indispensable partner in U.S. defense readiness, grid resilience, and critical infrastructure protection.

Other important responsibilities of the Senior Manager/Director, National Security and Military Partnerships, include:

  • Lead initiatives to advance EEI member companies as trusted energy and infrastructure partners to DoW and other federal national security agencies, strengthening support for national defense, mission readiness, homeland security, and critical infrastructure security.
  • Engage DoW leadership and military department energy offices on installation energy resilience initiatives, including FORTRESS America, microgrid and on-site generation efforts, and energy resilience planning standards, to ensure that utility service and partnerships remain integral to mission assurance.
  • Monitor and analyze federal policy, national security directives, DoW energy strategy, emerging grid threats, procurement trends, and grid resilience priorities to identify emerging risks and opportunities for EEI members, and translate findings into actionable guidance and policy positions.
  • Support EEI’s public-private coordination with DOE (the energy sector’s Sector Risk Management Agency), DHS/CISA, FERC, NERC, and the E-ISAC, including through the Electricity Subsector Coordinating Council, on threat information sharing, grid security, emergency preparedness, and incident response affecting DoW and other national security facilities.
  • Analyze, monitor, and advocate for authorities, contracting mechanisms, and funding tools that support secure, resilient energy delivery to military installations and federal facilities, including MILCON, ERCIP, ESPC, UESC, and the installation energy resilience provisions of 10 U.S.C. §§ 2911 and 2920.
  • Plan and lead engagement between EEI members and senior federal officials through working groups, interagency roundtables, tabletop exercises, and joint resilience planning efforts to strengthen energy security partnerships and advance shared national security priorities.
  • Develop policy documents, briefing materials, and strategic analyses on national security, energy security, and military partnership issues for senior EEI leadership, member executives, and federal agency audiences.
  • Represent EEI at national security forums, defense energy conferences, and interagency working groups; track and communicate developments in federal energy and national security policy, defense infrastructure investment, and critical infrastructure protection that affect EEI members.
  • Serve as an EEI subject matter expert on national security, energy security, military installations, grid resilience, and defense energy policy, providing technical guidance and strategic counsel to EEI members, federal partners, and external stakeholders.
REQUIRED & PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in public policy, national security, engineering, political science, energy studies, or a related field; advanced degree preferred.
  • 8-10 years (Senior Manager) 10-12 years (Director) of relevant experience in national security, defense energy, critical infrastructure, or federal energy policy, with direct engagement with DoW or other federal national security agencies.
  • Demonstrated knowledge of DoW energy strategy, federal energy and infrastructure policy, national and homeland security priorities, and grid resilience planning; familiarity with programs and authorities such as MILCON, ERCIP, ESPC, UESC, and 10 U.S.C. § 2920 preferred.
  • Working knowledge of the electric sector’s cybersecurity and physical security landscape, including NERC CIP standards and the roles of DOE, CISA, FERC, and NERC; ability to obtain and maintain a federal security clearance preferred.
  • Ability to build consensus and work collaboratively with diverse stakeholders, including executives, federal partners, and technical experts.
  • Strong communication, facilitation, writing, and analytical skills, with experience preparing senior-level briefing materials and content.
  • Experience leading cross-functional initiatives and managing multiple priorities in a fast-paced environment.
  • Travel required approximately 15–20% for federal engagement, DoW installations, security conferences, and industry events.
