Job summary

Center for Sustainable Energy (CSE) seeks a Senior Manager, Equitable Building Decarbonization (EBD) – Central Region to lead strategy, execution, and performance of the CEC-funded initiative. You will own the full program lifecycle—from readiness to closeout—coordinating internal teams, subcontractors, and partners.

  • Leadership: 3+ years at a Senior Manager level leading complex, multi-year initiatives and managing managers.
  • Education: Bachelor's degree in a relevant field or equivalent experience.
  • Program Execution: Proven track record with large budgets, scheduling, risk management, and client reporting.
  • Preferred: Experience with CEC-funded programs, energy/decarbonization initiatives, and QA/QC operations.

Responsibilities

  • Lifecycle Management: Lead program execution, keeping priorities aligned with schedule, budget, quality, compliance, and client goals.
  • Client Interface: Serve as senior liaison to the CEC; deliver executive updates, risk summaries, decision memos, and performance metrics.
  • Problem Solving: Analyze risks, evaluate tradeoffs, and address issues before escalation.
  • Subcontractor & Team Management: Oversee Franklin Energy and internal teams; track milestones, data quality, and accountability.
  • Operations, Subcontractors & Team Management: Coordinate across Legal, Finance, Policy, Data, Marketing, Equity, and PMO.
  • Controls, Finance & Compliance: Maintain trackers, dashboards, and reporting to ensure adherence to contract limits.
  • Finance & Governance: Manage budgeting, forecasting, invoicing, labor allocations, and subcontractor billing.

Job description

The Senior Manager, Equitable Building Decarbonization (EBD) – Central Region leads the strategy, execution, and performance of CSE’s multi-year CEC-funded initiative. This role owns the full program lifecycle—from readiness and enrollment through delivery, QA/QC, reporting, continuous improvement, and closeout.

The Senior Manager translates client direction into coordinated execution across internal teams, subcontractors, and partners. This position manages the core EBD team (at least two Managers and one Associate Manager) and oversees the primary subcontractor, Franklin Energy, as well as matrixed internal teams and partners.

Key Responsibilities
Strategic & Client Leadership
  • Lifecycle Management: Lead program execution, keeping daily priorities aligned with schedule, budget, quality, compliance, and client goals.
  • Client Interface: Serve as primary senior liaison to the CEC; deliver concise executive updates, risk summaries, decision memos, and performance metrics.
  • Problem Solving: Analyze risks, evaluate tradeoffs, and address emerging issues before escalation.
Operations, Subcontractors & Team Management
  • Subcontractor Oversight: Manage commercial/operational performance for Franklin Energy and secondary partners, tracking milestones, invoicing, data quality, and compliance.
  • Internal Alignment: Coordinate across Legal, Finance, Accounting, Policy, Data, Marketing, Equity, and PMO to ensure integrated service delivery.
  • Team Leadership: Direct, coach, and evaluate core Managers and Associate Managers; establish team rhythms, clear ownership, and accountability.
Controls, Finance & Compliance
  • Financial Management: Own budget tracking, forecasting, monthly invoicing, labor allocations, subcontractor billing, and ECAMS submissions.
  • Program Controls: Maintain trackers, dashboards, and reporting systems to ensure adherence to CEC requirements and contract limits.
Qualifications
  • Leadership: 3+ years at a Senior Manager level leading complex, multi-year, multi-stakeholder initiatives; 3+ years managing managers/professional staff.
  • Education: Bachelor's degree in Business, Public Administration, Energy, Environmental Studies, Engineering, or equivalent experience.
  • Program Execution: Proven track record with large budgets, contract oversight, integrated scheduling, budgeting, risk management, and client reporting.
  • Preferred: Direct experience with CEC-funded programs, statewide energy/decarbonization/equity initiatives, residential retrofits, CBO partnerships, and QA/QC operations.
