The City of San Rafael is seeking a Senior Management Analyst to join the Public Works Department. The ideal candidate will be a collaborative and detail-oriented professional with strong analytical, financial, and project management skills.
The mission of the Senior Management Analyst is to provide strategic analysis, fiscal oversight, public communications, and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution.
The ideal candidate will possess a mixture of the following skills and traits: strong analytical and financial management skills, knowledge of public works or municipal operations, proven project management and organizational abilities, and excellent written, verbal, and presentation skills.
The core competencies for this role include analytical thinking and data-driven decision making, financial and budget management, technology proficiency, public works/municipal operations knowledge, project and program management, written, verbal, and presentation communication, collaboration and relationship building, problem-solving and innovation, policy analysis and report writing, and adaptability and initiative.
The essential duties and responsibilities of this role include assisting or leading projects, tasks, and assignments, assuming direct responsibility for managing a variety of projects and programs, supervising and reviewing the work of lower-level technical and clerical staff, developing and implementing operational, administrative, program, and other policies and procedures, and leading departmental communication efforts.
The requirements for this role include a combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities. A typical way to obtain these would be equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration, or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.
Senior Management Analyst I requires three to four years of progressively responsible analytical experience, while Senior Management Analyst II requires five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy. All classifications require a valid CA driver’s license.
